Bid Description:
The Vermont Department of Mental Health (DMH) seeks program design services for a proposed secure residential program as part of the Futures Plan for Vermont State Hospital. Attached is a draft description of the proposed program. The design services include developing a detailed written description of the clinical programming approach. The focus of care would be provision of psychiatric rehabilitation services and psychosocial treatment delivered in a positive behavioral support framework to assist individuals to engage in their own recovery and develop the necessary skills to move to less intensive services and, ultimately, independent living. The design services will also include developing a recommended staffing pattern and working with a consulting architectural team to define the program space and facility requirements. This program development work will inform a Certificate of Need Application for the project. Clinical experience in designing services for adults who have severe and persistent mental illness and who have been involuntarily hospitalized is a prerequisite for a successful bid. This work will begin as soon as a contract is executed and will end on or before December 31, 2008.
