Product/Service Description:
The purpose of this request is to provide interested parties with information to enable them to prepare and submit a proposal for conducting telephone sampling and interviewing of approximately 2,000 adult Vermonters as part of the Vermont Adult Tobacco Survey (VTATS). The State, as represented by its Division of Health Surveillance, Department of Health intends to use the results of this process to award a contract for these activities. The Department of Health may also require other surveys completed as needed, which would be developed as a contract amendment.
The Adult Tobacco Survey (ATS) is a list-assisted, random digit dialed telephone sample survey of non-institutionalized Vermont adults (age 18 or older). The 2,000 interviews conducted as part of this survey will consist of 1,000 interviews with non-smokers and former smokers (quit smoking more than 5 years ago) and 1,000 interviews with smokers (currently smoke everyday or some days) and recent former smokers (quit smoking in the past 5 years). Additionally, because smokers are a relatively small proportion of the total population, and because young adults (18-24 years of age) are an important but relatively small group in the overall population, there are three stages to the survey. The first stage will be composed of all adults, regardless of smoking status. The second and third stages will consist of over-samples (extra efforts to randomly select additional representatives) of the smoker and young adult populations. In the second stage only adult smokers (smoke everyday or some days) will be interviewed, while the third stage will be limited to only adults aged 18-24 years of age, regardless of smoking status. The ATS also collects name and address information from respondents willing to be surveyed again at a later date.
Vermont has participated in the ATS since 2001. The VTATS obtains information on individual behaviors related to tobacco use and the State € s tobacco control program. The VTATS provides extensive information on these behaviors and activities that is not available from other sources in Vermont. Data collected as part of the VTATS is provided only to the Vermont Department of Health and as the VTATS is not part of a national survey, it does not provide comparisons with other states. While the Centers for Disease Control and Prevention (CDC) provided some of the questions on the VTATS, this survey is largely derived from questions provided by the Vermont Department of Health.
The Vermont Department of Health must receive a written, e-mail or hard copy, indication of intent to submit a proposal by May 23, 2008 and a hard copy final proposal by May 30, 2008.
