Bid Description:
The Vermont Department of Health is soliciting proposals from qualified individuals and organizations to facilitate, organize, identify and provide training appropriate for middle school youth involved in the middle school youth prevention project Vermont Kids Against Tobacco (VKAT). Currently, there are 51 VKAT sites across the state.
Background - Vermont Kids Against Tobacco (VKAT) is a statewide youth movement for middle school students (grades 5-8). The goal of the program is to reduce and prevent youth tobacco use, and to help youth make healthy decisions in all aspects of life. The program is going into its 14th year. VKAT is a peer-led program that came into existence in 1995 through the Coalition for a Tobacco Free Vermont. The Coalition € s Youth Committee designed VKAT to empower youth to get actively involved in the fight against tobacco use. VKAT has grown into a statewide effort to reduce tobacco use among youth in their communities and schools. VKAT is part of Vermont € s comprehensive tobacco control plan to help cut smoking rates in half by 2010.
The program currently has 51 teams, and the content areas have expanded to include alcohol and other drugs, fitness & nutrition, media literacy, life skills and healthy decision-making. The objectives of the 2008-2009 VKAT program are:
? To cut youth smoking rates in half by 2010
? To increase students € sense of self and emphasize the importance of making healthy choices in all aspects of their lives
? To increase community outreach and involvement by inspiring youth-led community prevention activities
Scope of Work
The grantee will collaborate with the Tobacco Control Program staff to facilitate, manage, and evaluate the two components of the VKAT program listed below:
1. Recruit and work with VKAT groups to become trainers at the November 2008 VKAT trainings. This will require a combination of regional trainings and one on one
interactions with youth presenters (September, 2008) approximately 50 youth
2. 3 Regional Day Trainings (November 2008) approximately 125 participants per training.

Bid proposals should contain one clearly marked original proposal along with 4 copies. NOTE: Please mark € Bid € on the outside of the envelope. Bid opening date is June 10, 2008.
A formal decision on the grantee will be made by July 1st, 2008, with the expectation that the grantee will be able to begin to work beginning July 1, 2008 to March 31, 2009. The award for this project is contingent upon the State of Vermont receiving funding from the Centers for Disease Control.
