Description and Specifications:
The BioWatch program is a national system of ambient air monitors which serve as an early warning system that can rapidly detect trace amounts of biological materials in the air and determine whether they have been intentionally released as an act of bioterrorism or exist in minute quantities that occur naturally. The system assists public health experts to determine the presence and geographic extent of a biological agent release, allowing federal, state, and local officials to more quickly determine emergency response medical care and consequence management needs.

Sole Source Only Justification:Since the inception of the BioWatch program (2003) , the USEPA provided the vendor (Weston Solutions) for this program. USEPA administration has notified the Department of Homeland Security that they will no longer participate in BioWatch monitoring operations effective August 1, 2008 and that their contract with Weston Solutions will terminate at that time. The Department of Homeland Security has requested that the Illinois EPA assume responsibility for all daily sample collection. Accordingly, the FY09 BioWatch grant application that Illinois EPA submitted to Homeland Security on May 5, 2008, reallocated the USEPA sample collection funds to the Illinois EPA effective August 1, 2008. In order to ensure continuity of the program and provide stability with experienced technical and administrative staff and retain current security measures, a contract with Weston Solutions is needed. Because of the special security authorizations that are required, Weston Solutions is the only contractor that can perform the sample collection task. Specifically, a critical requirement of the contract work is that all BioWatch sample collectors (staff) must receive security clearance from not only Homeland Security, but from each and every entity/organization allowing them access to the areas where the air samplers are located. Access at controlled locations require special security badges and in some cases keys that can take four to six months to issue. Examples of these are "highly restricted areas" within airport facilities, train stations, water treatment plants and pumping stations, roof of government buildings, police and fire stations. Each individual involved in the BioWatch sampling program must have a photo ID security badge and receive background checks via federal, state, or local governments. This one year, sole economically feasible source contract, will allow the Agency time to solicit a Request for Proposals for a longer term contract.
