The MOX Fuel Fabrication Facility (MFFF) will produce completed Mixed Oxide (MOX) fuel assemblies for use in domestic, commercial nuclear power reactors. The MFFF design for the United States will be licensed by the NRC, ensuring compliance with the most stringent design standards.     The NRC's regulations are found in Chapter I of Title 10, "Energy," of the Code of Federal Regulations (CFR).     10 CFR 50 - Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, will be applicable to this procurement.

The MFFF is a multi-functional complex containing all of the plutonium handling, fuel processing, and fuel fabrication operations. The MOX Fuel Fabrication Building (BMF) is a multi-story, hardened reinforced concrete structure enclosing approximately 441,000 sq. ft. The Heating, Ventilation and Air Conditioning (HVAC) Systems are designed to provide and maintain the required indoor design conditions for the facilities during normal, upset, and accident conditions. The HVAC systems prevent the spread of contamination in the facility and provide the required operating environment and minimize the release of contamination into the atmosphere. Air-operated isolation (single and multiple blade), back-draft, manual operated isolation (single and multiple blade), manual operated volume/balance, and iris balance dampers are installed in the HVAC systems to regulate or isolate air flow.     Fire dampers interrupt air flow in the event of a fire.     Tornado dampers protect building HVAC systems from rapid depressurization due to a tornado.

The purpose of this Expression of Interest (EOI) is to obtain a listing of subcontractors interested in qualifying, bidding, and potentially supplying multiple dampers for MFFF HVAC systems.     Proposals will be solicited from qualified bidders by Request for Proposal (RFP) for an award to a single subcontractor to supply these components to MOX Services as described in the Statement of Work (SOW) below.

Potential suppliers interested in this procurement/scope of work should provide the following information to the listed point of contact:

1. Company information including company name and address and
       point of contact with phone number and e-mail address,
2. A brief description of experience and capabilities with
       regard to supplying this equipment, including applicable
       years of experience in providing this or like equipment.
3. A summary statement to describe the prospective supplier's
       Quality Program/Plan with regard to meeting requirements of
       ASME NQA-1 w/ 1995 Addendum and/or 10CFR50, Appendix B.
4. Any additional information, facts, data relevant to the
       stated procurement scope of work.

Statement of Work

This SOW includes all the labor, equipment, materials, and transportation required to fabricate the following equipment:

* Dampers
* Tornado Dampers
* Fire Dampers

These items will be off-loaded, stored, and installed by others.    

These dampers are designated Quality Level 1, an Item Relied on for Safety (or IROFS). Subcontractors that wish to submit proposals must have the appropriate NQA-1 Quality Assurance Program for the work (e.g. procurement, fabrication, packaging and shipping of materials/equipment).    

Dampers will require qualification and evaluation to withstand the effects of a seismic event (Design Earthquake) and must maintain its function before, during, and after an event. This requires design and analysis by a Professional Engineer and an appropriate NQA-1 Quality Assurance Program.     The supplier may complete this analysis/qualification via performance testing and certification by a qualified independent laboratory.

All dampers will conform to specified ASME AG-1 and ERDA requirements.     Primary material types will be galvanized or plated carbon steel.

Each damper or damper group will be performance-tested in combination with its associated redundant damper or group per AMCA 500 requirements.     NDE of welds will be in accordance with specified requirements of AWS.

The RFP is scheduled to be sent out in the third quarter of fiscal year 2009, with initial Subcontractor delivery on site in April 2010. Staggered deliveries of dampers are anticipated over an 18 month period.

Description of Equipment

Damper scope includes required quantities for nine separate HVAC systems.    

Dampers

Required types of dampers of varying sizes include Iris Dampers, Manual Operated Volume/Balance Dampers, Back-draft Dampers, Air-Operated Isolation Dampers, and Manual Operated Isolation Dampers, and Electrically Operated Dampers.

Tornado Dampers

Tornado Dampers will be self-actuating, both closing and re-opening.        

Fire Dampers (Multiple Blade)

Fire dampers will be rated to specified UL requirements.     Most fire dampers will have replaceable UL listed fusible or electric-thermal links.     Some fire dampers will be manually actuated using mechanical means.
