This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-08-R-4665 for this combined Synopsis/Solicitation. NUWC Division Newport intends to award a Sole Source, fixed price order to Teledyne R D Instruments, Inc. for the following item: 1 ea Doppler Velocity Sonar (DVS) with the minimum requirements: Custom built 300KHz Workhorse Navigator, Hull Conforming Doppler Velocity Log, 12.75 O.D. for MARV (Midsize Autonomous Research Vehicle) System with Down Facing Beams and Internal Mechanical Accommodations for the Integration of a Kearfott T24 INS; Documentation Update and System Design Change; the Internal Diameter Listed as 10.875 (under a previous contract) will be modified to 11.00 ; Water Current Profiling Upgrade. Teledyne is the only source because of the MARV system compatibility. An additional MARV vehicle requires a DVS (Doppler Velocity Sonar) that MUST be compatible with the existing MARV and would cost too much to rework for the existing system. Required delivery is 120 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. A completed copy of FAR 52.212-3 Offeror Representations and Certifications--Commercial Items must be submitted with quote. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
