This combined synopsis/solicitation request is prepared in accordance with the Simplified Acquisition Procedures in FAR 13 and the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation WILL NOT be issued. This combined synopsis/solicitation is for the procurement of Dust Collector to replace an existing dust collector. The replacement dust collector and fan should be an exact replacement such that the existing duct work will not be modified to install the new dust collector and fan. The existing dust collector was manufactured by Steelcraft Corporation and is a Filtrex model M-12-96-1422. The fan system was manufactured by Phelps Fan and is a model number 6-270 2350 with a serial number of 106898. Equipment Description: The dust collector shall be a single compartment, continuous automatic self-cleaning cloth, pulse-jet dust collector. The dirty air stream shall enter on the top side of the housing where internal baffles deflect and evenly distribute the dust laden air in a natural downward direction. Dust laden air shall pass through the filter media with the dust being captured on the outside surface of the individual bags. Clean air then migrates into an upper clean air plenum and is exhausted through the enclosure discharge opening to the atmosphere. The filter tubes are cleaned periodically by bursts of dry compressed air which is injected down the insides of the bags. A venturi mounted inside each bag also assists the compressed air cleaning action. Only a portion of the total number of bags will be cleaned at one time to prevent interruption of service. Bags that are not being cleaned shall continue to filter the air for continuous operation. This solicitation is issued as a Commercial Solicitation under W911RP-08-T-0162. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. This action is set aside for small business; the NAICS code and applicable size standard is 333411 and 500 Employees. A fixed price contract is anticipated. Prices submitted are to be FOB Destination. The full text of provisions and clauses incorporated herein may be accessed electronically at the following sites: http://farsite.hill.af.mil/ and/or http://www.arnet.gov/far. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items (no addenda), and FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (must be completed) apply to this acquisition. FAR 52.212-2, Evaluation-Commercial Items {Technical Capability - Offeror shall meet the technical requirements of the solicitation; Past Performance - Offeror shall be regularly engaged in this type of work; and Cost. Technical is significantly more important than Past Performance, which is more important than Cost. Technical will be evaluated against the Performance Characteristics listed. Offerors should submit Past Performance for contracts in the past 5 years to include contract numbers, award date, point of contacts and installation dates.)
