This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number assigned for this procurement will be EA133M-08-RQ-0811. This is a Request for Quotation (RFQ). The Dual Axis Doppler speed log shall include one of the following warranties, whichever is the shorter:
A twenty-four month warranty, inclusive to the entire Dual Axis Doppler speed log and supplied items, with the warranty period commencing on the date the Dual Axis Doppler speed log is delivered to the Government.
A twelve month warranty, inclusive to the entire Dual Axis Doppler speed log and supplied items, with the warranty period commencing on the date the Dual Axis Doppler speed log successfully passes operational testing onboard the ship.

The Contractor shall furnish the necessary personnel, material, equipment, services and facilities to perform the following the Statement of Work/Specifications
NEW DUAL AXIS DOPPLER SPEED LOG SYSTEM PURCHASE SPECIFICATIONS FOR NOAA SHIP THOMAS JEFFERSON
The Single Axis Doppler Speed Log system on board the NOAA ship Thomas Jefferson has exceeded its life cycle and needs to be replaced. NOAA is seeking to purchase a Dual Axis Doppler Speed Log with the same characteristics of the Sperry Marine SRD-500 Dual Axis Doppler Speed Log or equivalent. (See this link for salient characteristics - http://www.sperrymarine.northropgrumman.com/Admin/Downloads/55/Product%20Brochure.pdf.) Equipment availability is required no later than November 2008.
Specifications
The Dual Axis Doppler speed log as a minimum must incorporate the following features:
1. The typical system shall consist of a Transducer, Gate Valve Assembly, Transducer Junction Box, Processor Unit, Master Display, and Remote Digital Repeater.
2. Operating frequency between 290 to 310 KHz to minimize acoustic interference with the existing Reson 7125 Multibeam system which operates at 400 KHz.
3. Gate Valve assembly must fit in the hulls maximum clear opening of 9 ¾ inches.
4. 45 Meter Cable between the Transducer and Processor unit. The Processor unit will be installed on the bridge and at least 100 feet from the Transducer.
5. Provide manually controlled simulated speed outputs for testing of the Dual Axis Doppler speed log system and as a troubleshooting aid for any interfaced shipboard equipment.
6. Display speed measurements in Knots, Meters/second, and Feet/second.
7. Ground and water Speed accuracy shall be within a tenth of a knot.
8. Seawater temperature compensated.
9. Provide Relay Closures output.
10. Output the following NMEA 0183 format data via RS-232 and RS-422:

Depth VDDRU and VDDPT.
