A TIERED EVALUATION of offers will be used in the source selection for this contract, and offers from other-than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. Once offers are received the FAA will evaluate a single tier of offers according to the order of precedence specified. If no award can be made at the first tier, the evaluation will proceed to the next higher lettered tier until award can be made. The tiered order of precedence for considering offers is (from first to last):

SUMMARY: SCOPE OF WORK
AIR ROUTE SURVEILLANCE RADAR FACILITY ELECTRICAL REFURBISHMENT & LIGHTING SYSTEM UPGRADE KENO ARSR (LMT), KENO, ORThe Contractor shall furnish all labor, equipment and materials for replacement of existing power panels and circuits breakers with new power panels (GFE) and circuit breakers (GFE) on the first floor and second floor of the FAA Search Tower. The following items are a brief summary of the project and are provided solely for the purpose of describing the general nature of the work involved. The contractor shall plan on night work for power portion of this project.
ELECTRICAL POWER REPLACEMENT:A. General1. Provide a small (5 KW 120V/240V, 1 ph-3wire) portable engine-generator at the site including temporary conductors during the power panel replacement. The portable EG will provide temporary lighting and power for tools as needed during each panel outage. Provide all temporary services required for construction, such as electrical materials, lighting system, diesel fuel, etc.2. The FAA shall provide the temporary 20 KW or 30KW 208V/208V EG to feed critical loads during the power outage. The contractor shall provide new power conductors, clamps, electrical connectors, electrical tape and man power to install cable from the EG circuit breaker to critical loads. Coordinate with the FAA site technician to feed the critical loads during facility outage.3. All electrical materials (GFE) are stored at the SSC office in Medford, Oregon. The contractor shall receive electrical materials (GFE) at 2811 Bullock Road Medford, Oregon 97504 and is responsible for transportation of materials (GFE) to the project site.4. Clean up and restore site to its original condition after the work has been performed.B. Demolition and Site-work1. Prior to demolition work, the contractor shall label ("circuit number") existing circuit loads on the panel schedules of the panels to be demolished.2. Prior to demolition work, the contractor shall coordinate with the site technicians to verify unknown circuits on existing panel B, Panel C and panel E.3. Prior to demolition work, the contractor shall provide phase rotation testing on 480V main service disconnect switch, panel MDP and all 480V/277V sub feeder panels, 208V disconnect switches (for panel CDP and panel EDP), 208V/120V panel CDP and sub feeder panels, 208V/120V panel EDP and sub feeder panels.4. Remove existing power panel CDP, panel B, panel C, and panel D including existing circuit breakers on the first floor.5. Remove existing power panel A, panel E, panel Mode S, including existing circuit breakers on the second floor.6. Provide insulation resistance test on existing main and branch feeders at panel CDP after demolition of the panels.7. Provide insulation resistance test on existing feeders for panel B, panel E at panel EDP after demolition of panels.8. Properly dispose of demolished equipment and materials.9. Repair damage to walls or floors caused as a result of demolition work performed by this contract. Seal all conduit penetrations in walls/floors that are created by removing or installing conduit.C. New Electrical Installation1. Install new GFE panel CDP (600A, 3ph-4wire 120/208V I-line power panel, MLO) and new circuit breakers to re-feed new sub panels on the first floor. Provide all necessary new conduits to re-feed existing sub feeder loads.2. Install new GFE panel A (225A, 3ph-4wire 120/208V 42 circuits, MCB) and new circuit breakers as shown on the Construction Drawings. Provide all necessary new conduits, conductors, J-boxes to refeed existing loads.3. Install new GFE panel C (225A, 3ph-4wire 120/208V 42 circuits, MCB) and new circuit breakers as shown on the Construction Drawings. Provide all necessary new conduits, conductors, J-boxes to refeed existing loads.4. Install new GFE panel D (225A, 3ph-4wire 120/208V 42 circuits, MLO) and new circuit breakers as shown on the Construction Drawings. Provide all necessary new conduits, conductors, J-boxes to refeed existing loads5. Install new GFE panel Mode S (225A, 3ph-4wire 120/208V 42 circuits, MCB) and new circuit breakers as shown on the Construction Drawings. Provide all necessary new conduits, conductors, J-boxes to re-feed existing loads.6. Install new GFE panel B (225A, 3ph-4wire 120/208V 42 circuits, MCB) and new circuit breakers as shown on the Construction Drawings. Provide all necessary new conduits, conductors, J-boxes to refeed existing loads.7. Install a new GFE Transient Voltage Surge Suppression (TVSS) on panel B at circuit# 38/40/42. Relocate VAV#310ad from panel B to panel D (circuit # 37/39/41). Provide all necessary new conduits, conductors, J-boxes to re-feed existing VAV#310ad.8. Install new GFE panel E (225A, 3ph-4wire 120/208V 42 circuits, MCB) and new circuit breakers as shown on the Construction Drawings. Provide all necessary new conduits, conductors, J-boxes to refeed existing loads.9. Provide all necessary grounding bushings and grounding jumpers for all existing conduits or new conduits at new panel CDP.10. Provide all necessary grounding bushings and grounding jumpers for existing main feeder conduit at new panels (panel A, B, C, D, E, and Model S).11. Provide all necessary color code on feeder circuits as noted on section 16050.12. Provide new panel schedules. Post new panel schedules inside door of new panels.13. Provide one spare fuse (1 each): BUSS FRN 450A for panel CDP disconnect switch.14. Provide one spare fuse (1 each): BUSS FRN 400A for panel EDP disconnect switch.15. The contractor shall provide new 3 pole 30 amp circuit breakers HACR type (2 each) at panel B for AHU #2, and AHU #3 circuits.16. The contractor shall provide new 3 pole 45 amp circuit breakers HACR type (1 each) at panel B for VAV-1 circuit.17. The contractor shall provide new 3 pole 45 amp circuit breakers HACR type (1 each) at panel D for VAV-3 circuit.18. Balance electrical loads to obtain minimum current on neutral. Record system current and voltage at completion of installation.19. All new panels and breakers of panels are government furnished equipment (GFE).20. New TVSS for new panel B is GFE.21. The contractor shall provide new 500 feet of #1 THWN conductor for the FAA temporary EG. Turn over the conductor to the FAA after the completion of the installation.
LIGHTING SYSTEM UPGRADE:A. Demolition and Site-work1. Demolish existing six fluorescent fixtures (surface mounting) on the walkway (breezeway). FAA shall repair drop ceiling (frame and support) in order for the contractor to install new fixtures.2. Demolish one existing emergency light unit on the first floor.2. Demolish two existing emergency light units on the first floor.3. Remove and dispose all existing fluorescent fixtures (about 18 existing four foot - two lamp fluorescent fixtures) on the first floor.4. Demolish four existing eight foot four lamp fluorescent fixtures on the first floor.5. Remove and dispose all existing lighting fixtures (about 21 existing four foot - two lamp fluorescent fixtures) on the second floor.6. Assumed lamp ballasts contain PCB's. Follow accumulation and disposed instruction in section 1010 (paragraph 1.5P). Properly dispose of ballasts and provide disposal certification for existing ballasts that contain PCB's.7. Assumed light tubes contain mercury. Follow accumulation and disposed instruction in section 1010 (paragraph 1.5P). Properly dispose of lighting tubes and provide disposal documentation and receipt of fluorescent lamp recycle.8. Clean up and restore site to its original condition after the work has been performed.C New installation1. Install new GFE four foot - two lamp T-8 fixtures (26 fluorescent fixtures) on the first floor. Provide all necessary new conduits, flexible conduits, conductors, J-boxes to re-feed new lighting fixtures.3. Install new GFE battery backup emergency units (4 fixtures) on the first floor. Coordinate with the RE or site technician for locations of new emergency lights. Provide all necessary new conduits, conductors, J-boxes, outlets to re-feed new emergency fixtures.4. Install new GFE battery backup emergency/exit LED unit (1 fixture) at the entrance door on the first floor. Coordinate with the RE or site technician for location of new exist light. Provide all necessary new conduits, conductors, J-boxes, outlets to re-feed new fixture.4. Install new GFE four foot - 2 lamp T-8 fixtures (21 fluorescent fixtures) on the second floor. Provide all necessary new conduits, flexible conduits, conductors, J-boxes to re-feed new lighting fixtures.5. Install new GFE battery backup emergency units (4 fixtures) on the second floor. Install new GFE four foot - 2 lamp troffer fixtures (6 fluorescent fixtures) on the drop ceiling in the walkway. Provide all necessary new conduit, conductor, J-boxes to re-feed new light fixtures.7. Install new GFE battery backup emergency/exit LED units (1 fixture) at the entrance door in the walkway. Coordinate with the RE or site technician for location of new emergency lights. Provide all necessary new conduits, conductors, J-boxes, outlets to re-feed new exit light fixture.7. Install new GFE motion sensor fixtures (2 fixtures) in the walkway. Coordinate with the RE or site technician for the locations of the motion fixtures. Provide all necessary new conduit, conductor, Jboxes, outlet to feed new fixtures.8. Contractor shall field verify locations of existing fixtures. Provide locations of new fixtures on red line drawing (drawing LMT-D-ARSR-E005).
