Bureau of Indian Affairs (BIA) manages acomplex and varied Information Technology (IT)infrastructure. BIA provides limited and task-definedIT support for other mission-related but independentoffices such as the Office of Special Trustee forAmerican Indians, the Office of Hearings and Appeals,and the Office of Historical Trust Accounting. BIA isdivided into six areas: Office of Information Policy,Office of Information Planning, Office of InformationArchitecture and Engineering, Office of InformationSecurity and Privacy, Office of InformationDevelopment, and Office of Information Operations. TheArchitecture, Planning, and Strategic Technologyfunctions of a CIO organization are charged to conductresearch and provide projections for the technologicalfuture of the enterprise, targeted to supporting thebusiness future of the enterprise, and to advise thesenior leadership of the enterprise on the mostefficient means of achieving that future. In anenvironment of short Federal resources, the mosteffective and efficient means of fulfilling thatcharge is simply to purchase services from a researchcompany.This requirement is to provide the full range of bestpractice Research and Analysis for IT ProjectManagement Office, IT Applications, EnterpriseArchitecture, IT Risks, IT Infrastructure, and DataCenter Operations. BIA desires the contractor to bringa mission focus that not only provides highlyeffective, secure and reliable Research and Analysisinformation and resources, but also continuouslyidentifies methods for applying this information toimprove BIA mission performance. BIA desires thecontractor to bring the expertise to identify andmanage the most effective and efficient applicationand use of Research and Analysis to meet The Bureau ofIndian Affairs mission.The contractor shall provide services that shallinclude the following areas of Research and Analysis:IT Project Management Office, IT Applications,Enterprise Architecture, IT Risks, IT Infrastructure,and Data Center Operations, providing Research supportas needed for the Bureau of Indian Affairs. Theobjective is to produce Research and Analysis thatsatisfies the Bureau of Indian Affairs requirements.Project a potential, suitable technological future forIndian Affairs, and provide best-practice guidance onissues of how to plan and transition, what aspects ofan enterprise or technological trends may be helpfulor deleterious to the transition, and what businesstrends may portend a need to change the forecastbefore transition is accomplished. Contractor mustprovide as a minimum:
1. Access to independent research that providesanalysis of key IT and business issues, best practicesand data. This research must be unbiased.2. Direct access to a decision support infrastructurethat is recognized worldwide as the industry leader.3. For the most common and lowest risk issues offorecasting, planning, and transitioning, where anissue is well defined and can be addressed by theoutcomes of existing research, provide a browsecapable store of market research and projections.4. Where the issue is not as well defined, or existingresearch does not sufficiently address all aspects ofthe issue, provide a guide to tailoring research andlimited additional research capability.5. For issues that are of a higher risk or strategicnature, or those that are specific or unique to theIndian Affairs enterprise, provide a limitedconsultation capability with a recognized thoughtleader.6. Provide a network of peer executives7. Provide Benchmarking metrics and tools8. Provide availability of events to exchangeinformation with other government and private sectorexecutives9. Provide briefings, teleconferences on related ITissues10. Have the ability to answer research questions (andprovide the material)11. Provide annual fixed price enterprise-wideun-metered access to the research.
The contractor shall explain in detail how theypropose to supply the tools, processes, and expertiseto provide Research and Analysis information. Thecontractor shall also give a detailed account of howthey shall satisfy difficult and critical stakeholdercommunication, relationship and expectation issues.The contractor shall give a detailed overview of theirpersonal commitment to the success of these objectivesin relation to attitude, strategy, and accountability.Interested persons may identify their interest andcapability to respond to the requirement or submitproposals. This notice of intent is not a request forcompetitive proposals. However, all proposals receivedwithin fifteen days after date of publication of thissynopsis will be considered by the Government. Adetermination by the Government not to compete withthis proposed contract based upon responses to thisnotice is solely within the discretion of theGovernment. Information received will normally beconsidered solely for the purpose of determiningwhether to conduct a competitive procurement. Noformal solicitation shall be issued.
