Description
The United States Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or for Small Business.     The estimated value of this procurement is between $250,000.00 and $500,000.00.     The small business size standard is less than 1,000 employees.     The NAICS Code is 336611.     The acquisition is for DRYDOCK repairs to a USCGC OSAGE (WLR-65505), 65 FOOT WLR BOAT AND 100 FOOT BARGE (CG 99003).
The vessels are homeported in Sewickley, PA.    

All work will be performed at the contractor?s facility.     This vessel is geographically restricted to the Western Rivers of the United States.     The ?Western Rivers? mean the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River.     Navigable tributaries     of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River.     This includes protected portions of the Intra-Coastal Waterway connected to the ?Western Rivers,? but specially excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico.     The performance period will be FIFTY-FOUR (54) calendar days with a start date on or about 8 September 2008.    

The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC OSAGE (WLR-65505) and 100-FOOT BARGE (CGB 99003).     This work will include, but is not limited to:

1.       Welding repairs.
2.       Remove, Inspect, and Reinstall Propeller Shafts.
3.       Straighten Shaft.
4.       Renew Water-Lubricated Shaft Bearings.
5.       Renew Propeller Shaft Sleeve(s).
6.       Remove, Inspect, and Reinstall Propellers.
7.       Perform Minor Repairs and Reconditioning of Propeller.
8.       Remove, Inspect, and Reinstall Rudder Assemblies.
9.       Rebuild Rudder Stock.
10.       Preserve Spud and Spud Well Surfaces.
11.       Protect Aton Crane and Boat Davits.
12.       Preserve Barge Buoy Deck.
13.       Preserve Underwater Body of Tender and Barge.
14.       Routine Drydocking.
15.       Provide Temporary Logistics.
16.       Renew Doors.
17.       Inspect and Overhaul Strainers.
18.       Preserve Bulkhead and Bilge Surfaces.
19.       Install Bulkhead and Overhead Insulation.

Your response is required by April 4, 2008.     All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-owned Small Business set aside or Small Business set aside.     Failure to submit all information requested may result in an unrestricted acquisition.     A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOps website at http://www.fedbizopps.gov.
