1. The Space and Missile Systems Center (SMC) Technical Support (STS) acquisition strategy has been changed from multi-award, Indefinite Delivery/Indefinite Quantity contracts to Blanket Purchase Agreements (BPAs) based upon the GSA Professional Engineering Services (PES) contracts, specifically SIN 871-6. SMC expects to award as many as thirty (30) "customized" BPAs to qualify small and large business concerns based upon their specific functional and space mission area/systems expertise and background. The total projected value of the Delivery Orders (DOs) to be issued against the BPAs is approximately $250,000,000.00 and the ordering period will be 5 years.
2. NAICS code 541712 applies to this acquisition and defines a small business as a concern with 1,000 employees or less, and there will be no restriction on cross teaming between BPA holders and team members, e.g. one BPA holder being a team member to another BPA holder.
3. FAR 52.219-14, "Limitation on Subcontracting," will apply to all STS DOs competed exclusively among small business BPA holders and the BPA holders will be required to perform at least 50% of the cost of labor expenditures of the DO.
4. Other STS small business provisions, such as the following, will apply:
a. STS requirements, e.g. DOs that were previously performed by a SB (under another program) will be competed exclusively among SBs if at least 2 STS SB BPA holders have demonstrated capability in the subject functional and mission areas/systems.
b. Other STS DOs will be competed exclusively among SBs if at least three STS SB BPA holders have demonstrated capability in the subject functional and mission areas/systems.
c. STS full and open DO competitions will include a separate evaluation criteria that establishes a preference for SB offerors in the event that other non-cost factor ratings are equal.
d. STS DOs, in excess of $1M/yr (not including ODCs), will require Large Business (LB) offerors to assign at least 20% of the labor expenditures to a SB concern with a more favorable evaluation given to offerors containing a higher percentage, escalation in the option years, and usage of SB subcategories, such as Small Disadvantaged Businesses (SDB), Women-Owned Small Businesses (WOSB), HUBZone SBs, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Failure of LB BPA holders to propose at least 20% SB subcontracting will render their STS DO proposals invalid. LB STS DOs will include a deliverable, CDRL A007, requiring the BPA holder to report on labor expenditures incurred by SB team members or subcontractors. Failure to execute the SB subcontracting requirement may affect the BPA holder's DO performance assessment and the government's ability to exercise annual options.
5. Industry Day will be held on Friday, 18 April 2008 at the Aerospace Corporation Room 1062, 2350 E. El Segundo Blvd, El Segundo, CA 90245-4691, from 1000 - 1400 and will include opportunities to discuss small business topics and the GSA Federal Supply Schedule program. Attendance by small and small disadvantaged businesses is highly encouraged. !!

The Space and Missiles Systems Center, Specialized Contracts Office (SMC/PIK) invites prospective offerors to review the draft Performance Work Statement (PWS) for the SMC Technical Support (STS) Blanket Purchase Agreement (BPA) solicitation, FA8802-08-R-0001, NAICS Code # 541712, foot note 11(c) Small Business Size 1000 employees. The other components of the solicitation will be released over the next two weeks and will be followed by a final release of the entire solicitation. Work statements from the existing Technical Acquisition Support Services (TASS) orders will also be released for informational and planning purposes only. Small and Small Disadvantaged businesses are highly encouraged to participate!
