| On behalf of the Illinois Department of Public Health (IDPH), Central Management Services (CMS) is giving notice of intent to establish a sole economically feasible source contract with Groupware Technologies, Inc. (GTI) to provide software licenses, programming, consulting, training and maintenance and support services to enable the expansion of the Provide [Enterprise] Care Management system to HIV/AIDS prevention services.
The Provide Care Management software has unique features that make it particularly effective in assisting DPH to meet federal data collection and reporting requirements related to the Ryan White Title II ADAP/CHIC (Aids Drug Assistance Program/Continuation of Health Insurance Coverage) Programs. |

| Sole Source Only Justification: | IDPH has been using this system for eight years and has spent thousands of dollars on modifications and customization to make it unique to the State's needs. The expansion of this proprietary system will allow IDPH to meet federal data collection and reporting requirements related to the Ryan White Title II ADAP/CHIC (Aids Drug Assistance Program/Continuation of Health Insurance Coverage) Programs by adding provision and support of client-level services to the system.
IDPH has determined that it is beneficial from a cost and efficiency basis to expand the existing program rather than to procure a new system. Although another vendor may be able to develop a replacement system to meet the federal data collection and reporting requirements, the cost of such an endeavor would exceed several hundred thousand dollars due to the complexity of such a system and the level of customization needed for proper compliance.

IDPH therefore believes that it is more economically feasible to have the current vendor perform the necessary services to expand the functionality of the existing system.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation, which sufficiently demonstrates and proves a prospective vendor's ability to meet all specifications and other requirements of the Agency making the award, will be considered. The documentation must indicate a price equal to or lower than the amount show in this notice. |
