| Sole Source Only Justification: | This procurement is for six (6) Thermo Niton XLF 303A Paint Analyzers. IDPH also traded in 3 paint analyzers. The 303A XRF units have met the Dept. of Housing and Urban Development (HUD), Office of Healthy Housing and Lead Hazard Control Guidelines for lead based paint inspections and lead Risk Assessments. The 303A XRF unit has met the USEPA method 6200 conditions for the analysis of soil for lead. In addition, the 303A unit has met the requirements for certification as an Environmental Lead Proficiency Analytical Testing under the USEPA Nation Lead Laboratory Accreditation Program. The XRF unit is the only HUD approved unit with the ability to perform on-site analysis of lead dust wipes collected in the field. Thermo Electron is the only company that can accept trade-in of the three (3) existing paint analyzers and conduct the necessary radioactive source disposal as required by federal regulations. This is a sole source procurement since the unit is patented and only available from Thermo Niton.
Any challenge to this Notice must be submitted in writing within 14 days of the published date shown below and to the person identified below. Late challenges will not be considered. Only a challenge with documentation, which sufficiently demonstrates and proves a prospective vendor's ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
