| The Illinois Department of Public Health (IDPH) is giving notice of intent to purchase maintenance, support and upgrades for the Illinois Breast and Cervical Cancer Program (IBCCP)(Cornerstone) from the Illinois Primary Health Care Association (IPHCA) which manages statewide health care data for various Department of Human Services and Department of Public Health programs. The vendor will also provide help desk services, infrastructure support and equipment refreshment for the 27 IBCCP Lead Agencies located throughout the State.

| Sole Source Only Justification: | The entire communications infrastructure hardware is owned, maintained and refreshed by IPHCA. Software application development and maintenance has been completely outsourced to IPHCA. The IPHCA provides training on system procedures, supplies, installs, and supports the system technical infrastructure. The sophisticated help desk structure is owned and operated by IPHCA; it links system users with software specialists, technical consultants, and State of Illinois staff.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice |
