| The Department of Public Health (DPH) is giving notice of intent to contract with Groupware Technologies, Inc. (GTI) to provide a software licenses, maintenance and support services for the Provide Care Management system. The Provide Care Management software has unique features that make it particularly effective in assisting DPH to meet federal data collection and reporting requirements related to the Ryan White Title II and Housing Opportunities for Persons with HIV/AIDS (HOPWA) Programs.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |

| Sole Source Only Justification: | This request is for software, maintenance and support services for a proprietary system that allows IDPH to meet federal data collection and reporting requirements related to the Ryan White Title II and the Housing Opportunities for Persons with HIV/AIDS (HOPWA) Programs. Groupware Technologies, Inc. (GTI) is the sole source provider of the Provide Enterprise Care Management software, source code, maintenance and accompanying support services. The program was developed by and is the sole property of GTI and there are no third party resellers or certified support providers. IDPH has been using this system for eight years and has spent thousands of dollars on modifications and customization to make it unique to the State's needs and to meet changing reporting requirements. Replacing this system would not be cost effective. |
