| The Illinois Department of Public Health (DPH) is giving notice of intent to purchase software licenses, programming, consulting, training, maintenance, and support services from Groupware Technologies Inc. (GTI) for the expansion of the Provide Care Management System for HIV/AIDS prevention services. DPH requires this purchase to meet Federal Data Collection and reporting requirements related to the Ryan White Title II program and Housing Opportunities for Persons with HIV/AIDS (HOPWA) program. |

| Sole Source Only Justification: | This request is for maintenance of a proprietary system that allows IDPH to meet federal data collection and reporting requirements related to the Ryan White Title II and the Housing Opportunities for Persons with HIV/AIDS (HOPWA) Programs. The system is currently used for HIV/AIDS care management. IDPH has been using this system for eight years and has spent thousands of dollars on modifications and customization to make it unique to the State's needs. Groupware Technologies, Inc. (GTI) is the sole source of the Provide Enterprise Care Management software program and accompanying support services. The program was developed by and is the sole property of GTI and there are no third party resellers or certified support providers. All licenses, maintenance, and support are available only through GTI.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently identifies evidence of a violation of the Illinois Procurement Code or other law, any associated rules, and demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
