| This is notice of the Illinois Department of Public Health's intent to contract with PerkinElmer. The contract shall provide qualified technicians to repair, troubleshoot and perform critical preventive maintenance functions on testing equipment belonging to the Illinois Department of Public Health Laboratory's Newborn Screening Section.
Proper service and maintenance of AutoDelifia and DBS Puncher testing equipment will enable laboratory staff to provide quality test results and maintain published turn around times. Without this equipment service contract, the Newborn Screening Section will be unable to maintain the proper working condition of this equipment to perform the designated neonatal test assays. That could place Illinois newborn babies at risk by compromising their health & livelihood, if not diagnosed early in life and treated for the stated metabolic disease. |

| Sole Source Only Justification: | The AutoDelfia Plate Processor, DBS Puncher, and GDS Computer (software) System are sophisticated & complicated instruments consisting of multiple components and proprietary computer software run programs. This equipment was made by PerkinElmer and can only be serviced by PerkinElmer factory trained/Certified engineers. The service manuals are written by their instrument development, production, and quality assurance staff.
Only trained technicians authorized by PerkinElmer possess the knowledge & ability to repair or replace components, adjust internal circuitry, perform preventive maintenance activities and resolve computer problems. PerkinElmer does not certify third party technical service nor do they have any dealers or distributors selling parts. The contract covers all of the above and includes unlimited on-site emergency visits, parts, labor, travel, software upgrades & technical phone support. The equipment service contract for the instruments will ensure that the Newborn Screening Section will be able to maintain quality testing and published turn around.
