NOTICE TO BIDDERS
(Chapter 103D, HRS)
SEALED BIDS for TAXIWAY B PAVEMENT REPAIRS,
HONOLULU INTERNATIONAL AIRPORT, ISLAND OF OAHU, STATE PROJECT NO. CO1809-33,
AIP PROJECT NO. 3-15-0005-XX will be received at the Contracts Office,
Department of Transportation, 869 Punchbowl Street, Honolulu, Hawaii 96813,
until 2:00 p.m., Hawaii Standard Time (HST), May 22, 2008, at which time and
place they will be publicly opened and read.
The scope of work
consists of existing asphaltic concrete (AC) surface course cold planning/resurfacing,
temporary and final pavement surface marking, and other related works in
accordance with plans and specifications.
Plans and
specifications may be examined at or borrowed from the above office. Borrowed plans and specifications shall be
returned in good condition within thirty (30) calendar days after the bid
opening date.
To be eligible for
award, bidders must possess a valid State of Hawaii General Engineering
Contractor s A license, at the time of award.
A Pre-Bid meeting
is schedule for 9:00 a.m., May 6, 2008, at the 7th Floor Conference
Room A, Inter Island Terminal, Honolulu International Airport, to explain and
clarify any questions regarding this project and to provide firms with an
opportunity to ask questions about the DBE requirements and to inform DBEs of
contracting, subcontracting and vendor opportunities.
Prospective
bidders are advised to attend this pre-bid meeting. Attendance at this meeting by prospective prime contractors is a
prerequisite for demonstrating reasonable effort to meet the goal of DBE
participation. Questions must be
submitted in writing, and received not later than a week prior to the meeting,
to Airports Division, Department of Transportation, Honolulu International
Airport, 400 Rodgers Boulevard, Suite 700, Honolulu, Hawaii 96819.

The "General
Provisions" applicable to this project are also available for purchase

Campaign
contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section
11-205.5, HRS, which states that campaign
contributions are prohibited from
specified State or county government contractors during the term of the
contract if the contractors are paid with funds appropriated by a legislative

The U.S.
Department of Transportation Regulation entitled Nondiscrimination in
Federally-Assisted Programs of the U.S. Department of Transportation, Title
49, Code of Federal Regulations (CFR), Part 21 is applicable to this
project. Bidders are hereby notified
that the Department of Transportation will affirmatively ensure that the
contract entered into pursuant to this advertisement will be awarded to the
lowest responsible bidder without discrimination on the grounds of race, color,
national origin and sex (as directed by 23 CFR Part 200).
The Equal Employment Opportunity Regulations
of the Secretary of Labor implementing Executive Order 11246, as amended shall
be complied with on this project.
The U.S.
Department of Transportation Regulations entitled "Participation by
Disadvantaged Business Enterprise in Department of Transportation
Programs", Title 49, Code of Federal Regulations, Part 26 is applicable to
this project. Bidders are hereby
notified that the Department of Transportation will strictly enforce full
compliance with all of the requirements of the Disadvantaged Business
Enterprise (DBE) program with respect to this project.
Bidders are
directed to read and be familiar with the General Information Regarding
Disadvantaged Business Enterprises (DBEs) and Regulatory Requirements for
Federal Aid Projects Regarding Disadvantaged Business Enterprises, which
establishes the program requirements pursuant to Title 49 Code of Federal
Regulations Part 26, and, particularly, the requirements of certification,
method of award, and evidence of good faith.
Each proposal
shall be on a form furnished by said Department.
Estimated
construction cost is between $900,000 and $1,000,000.
