NOTICE TO PROVIDERS
OF PROFESSIONAL SERVICES
In
accordance with Section 103D-304, HRS, the Department of Transportation (DOT)
Statewide Transportation Planning Office (STP) seeks the services of a
qualified professional consulting engineering/planning firm with sufficient
experience and expertise for the Statewide Transportation Plan, Job STP
1-900-PLAN.
The scope of work for this contract
addresses the formulation of a statewide, multi-modal transportation plan. The specific tasks include, but are not
limited to:
Development of the plan
format;
Update of the Statewide
Transportation Planning Process;
Development of specialized
planning processes for each modal system;
Conduct and facilitation of
focal group meetings in accordance with the State DOT Public Involvement
Program;
Provision of community
liaison (i.e., issues management) services;
Conflict resolution;
Compliance with Environmental Justice
requirements;
Development, dissemination,
collection of surveys and documentation of survey responses;
Development of visualization
tools and multi-media materials;
Research and documentation of
the aeronautical industry s operating methodologies;
Research and documentation of
the maritime industry s operating methodologies;
Research and documentation of
Hawaii s surface transportation methodologies;
Forecasts of aeronautical,
maritime and vehicular activities;
Documentation of historical
transportation data;
Identification of trends in
transportation modes;
Development of the future
(2035) outlook for transportation services scenario planning;
General descriptions of the
modal division s financial systems;
Financial framework/formats
for modal systems master plans;
Estimation of design,
construction, maintenance and operational costs;
State airport, commercial
harbor and highway systems descriptions;
Development of prioritization
matrices for airport, commercial harbor and highway projects;
Oversight of sub-consultant
efforts;
Funding for these services is anticipated
to be available in the near future. All
work requirements must be completed and submitted to the State project manager
by September 30, 2009.
Individuals
or firms on the DOT s qualified list shall submit a five-page (single-sided)
summary of their qualifications, which shall include the following:
1.
Experience
and professional qualifications relevant to this project, including the
identification of the key personnel and sub-consultants (e.g., facilitators,
CPAs, etc.) that will be assigned to this project;
2.
Past
performance on projects of similar scope, including corrective actions and
other responses to notices of deficiencies;
3.
Capacity to
accomplish the project within the allotted timeframe; and
4.
Overhead
rates.
Individuals or firms who are not on the
DOT s qualified list, and who wish to be considered in the selection for this
project must submit four copies of the following along with your response
(which includes items #1-3 above) by the deadline below:
1.
Letter of
interest (including an e-mail address for notification of additional
advertisements).
2.
DPW Form
120 or the Standard Federal Form 330. The DPW Form 120 may be downloaded from http://hawaii.gov/dot. On the web page

3.
Any other
related information.

The DOT will use the following criteria
to evaluate firms who submit the required information by the above deadline:
1.
Consultant
and/or its sub-consultants shall exhibit experience and professional
qualifications relevant to the Statewide Transportation Plan , including but
not limited to the factors below 40%:
a.
Specialized
knowledge of and proven qualifications in the formulation of master plans,
including, but not limited to, the conduct and facilitation of plenary
sessions, forecasting, spatial analyses and the development of
alternatives.
b.
Knowledge
and planning considerations of the State s airport, commercial harbor and
highway networks.
c.
Familiarization
with the undertaking of federal-aid projects, primarily projects funded by the
US DOT Federal Highways Administration and knowledge of the requirements of 23
CFR Parts 450 and 500.
2.
Past
performance on projects of similar scope, including corrective actions and
other responses to notices of deficiencies 33%.
3.
Ability to
accomplish the work in the required time 27%.
The DOT, in accordance with the
provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the
Regulation of the U.S. Department of Transportation (Title 49, Code of federal
Regulations part 21) issued pursuant to such Act, hereby notifies all firms
that it will affirmatively ensure that the contract entered into pursuant to
