REQUEST FOR PROPOSAL
TO PROVIDE NEW PASSENGER INFORMATION SYSTEMS
FOR KAHULUI AIRPORT

(Chapter 103D, HRS)
The State of Hawaii, Department of
Transportation-Airports Division (DOTA) is soliciting proposals to deliver New
Passenger Information Systems for Kahului Airport in accordance with the Hawaii
Public Procurement Code, Section 103D-303, Hawaii Revised Statutes. DOTA desires the design and delivery of all
hardware, software, training and documentation necessary to implement, operate,
and maintain these Passenger Processing Systems to include: Flight Information Display (FIDS), Public
Address (PA), and a Gate Management System (GMS) for Kahului Airport. A Pre-Proposal Conference is scheduled for
May 14, 2008, at 9:00 A.M., at the Airports Division, Maui District Office
Conference Room at Kahului Airport. A
site visit will follow.
Qualified
persons, firms or entities interested in being considered for providing the
services described in this notice may obtain specifications and drawings for
the proposal from the internet at https://ues.skire.com/,

AM1042-29R > Document Manager > Project Documents . Any person, firm, or corporation that wishes
to submit a proposal must document their intention by email to jeff.chang@hawaii.gov by May 16, 2008.
Any person, firm, or corporation that
submits a proposal must, at the time of contract award, provide the State of
Hawaii with the following:
1.
A tax clearance
certificate from the Hawaii State Director of Taxation and the Internal Revenue
Service to the effect that all delinquent taxes, interest, and penalties levied
or accrued against the said person, firm or corporation have been paid, and/or
any other evidence requested by the acceptable to the contracting officer to
demonstrate that the proposer is not in default on any obligations due to the
State of Hawaii, any of its political subdivisions, and the Internal Revenue
Service.
2.
A compliance
certificate from the Hawaii Department of Labor and Industrial Relations.
3.
A copy of its
certificate of good standing from the Hawaii Department of Commerce and
Consumer Affairs.
Each proposal shall be in the format
established in these specifications.
The Director of the DOT reserves the
right to cancel this request for proposals, to reject any or all proposals in
whole or in part or to waive any defects in any proposal in the best interest
of the Public.
Campaign contributions by State and
County Contractors. Contractors are
hereby notified of the applicability of Section 11-205.5, HRS, which states
that campaign contributions are prohibited from specified State or County
government contractors during the term of the contract if the contractors are
paid with funds appropriated by a legislative body. For more information, contact the Campaign Spending Commission at

The U.S. Department of Transportation
Regulation entitled Nondiscrimination in Federally-Assisted Programs of the
U.S. Department of Transportation, Title 49, Code of Federal Regulations
(CFR), Part 21 is applicable to this project.
Proposers are hereby notified that the Department of Transportation will
affirmatively ensure that the contract entered into pursuant to this
advertisement will be awarded without discrimination on the grounds of race,
color, national origin and sex (as directed by 23 CFR Part 200).
One (1) original, five (5) copies and
one (1) electronic copy on a read only CD (Adobe Acrobat format) of the
proposal are to be submitted to the Department of Transportation Contracts
Office, 869 Punchbowl Street, Room 105, Honolulu, Hawaii 96813, no later than
2:00 P.M. (Hawaii Standard Time), June 2, 2008.
