NOTICE TO BIDDERS
(Chapter 103D, HRS)
SEALED BIDS for REPLACEMENT OF FIRE ALARM SYSTEM AT
LIHUE AIRPORT, LIHUE, HAWAII, STATE PROJECT NO. CK1802-53, will be received at the Contracts Office, Department
of Transportation, 869 Punchbowl
Street, Honolulu, Hawaii 96813,
or at the office of the District Engineer, Kauai,
1720 Haleukana Street, Lihue,
Hawaii 96766, until 2:00 p.m., Hawaii Standard
Time (HST), June 30, 2008, at which time and places they will be publicly
opened and read.
The scope of work consists of installation of new
addressable fire alarm system at Lihue Airport, Island of Kauai, including new
raceways and wiring Backbone network communications raceway and wiring to
existing Field Distribution Rooms, and new wiring as required to new initiating
and annunciating devices. Two additional
Backbone receways shall be installed for future
use. Existing Sprinkler Water Flow
Switches, Tamper Switches, Duct Smoke Detectors may be reused.
Plans and specifications may be examined at or borrowed
from the above office(s). Borrowed plans
and specifications shall be returned in good condition within thirty (30)
calendar days after the bid opening date.
To be eligible to bid, bidders must possess a valid State
of Hawaii Specialty Contractor s
C-13 license.
A pre-bid conference is scheduled for 9:00 a.m., June 13, 2008, at the
Department of Transportation, Lihue Airport Mezzanine Level Conference Room. All prospective bidders or their
representatives (employees) are encouraged to attend, but attendance is not
mandatory. Persons
needing special accommodations at the pre-bid conference due to a disability

The
"General Provisions" applicable to this project are also available
for purchase from the above office(s) for One Dollar ($1.00) per copy.
Campaign contributions by State and
County Contractors. Contractors are hereby notified of the
applicability of Section 11-205.5, HRS, which states that campaign
contributions are prohibited from specified State or county government
contractors during the term of the contract if the contractors are paid with
funds appropriated by a legislative body.

The U.S.
Department of Transportation Regulation entitled Nondiscrimination in
Federally-Assisted Programs of the U.S. Department of Transportation, Title
49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the
Department of Transportation will affirmatively ensure that the contract
entered into pursuant to this advertisement will be awarded to the lowest
responsible bidder without discrimination on the grounds of race, color,
national origin and sex (as directed by 23 CFR Part 200).
In
accordance with Section 3-124-4, Hawaii Administrative Rules, the Hawaii
Products Preference is applicable to this project. The Hawaii Product List may be examined at
the State Procurement Office, Kalanimoku Building,

Each proposal shall be on a form furnished by said
Department.
Estimated construction cost is between $500,000 and
$1,000,000.
