NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES

In accordance with Section 103D-304, HRS, the Department of Transportation (DOT) seeks professional services for the Support and Maintenance of Computer Applications based on Microsoft Access.

The general scope of work includes database administration, troubleshooting and maintenance of existing applications, as well as requirements definition with users, system design, development, documentation, testing, and implementation of new and enhanced applications. These services are anticipated to be required for a period of one year with an option to extend for an additional year. Since on-site support is required on the island of Oahu for a majority of the work planned, DOT will not be authorizing reimbursement for travel expenses or other related fees. The anticipated budget for these services is $85,500.00 for the life of the contract.

Interested firms shall submit one original and two copies of a letter of interest, followed by a summary of their qualifications, consisting of the following information:

1. Experience and professional qualifications relevant to the services required, including the identification of key personnel and subconsultants that will be assigned to this project;

2. Past performance on projects of similar scope for public agencies or private industry, including corrective actions and other responses to notices of deficiencies;

3. Capacity to accomplish the work in the required time;

4. Intent to provide support from locally established office;

5. Names and contact information of up to five clients, including at least two for whom the services were rendered during the preceding year;

6. Any promotional or descriptive literature which the firm may want to submit.

Responses must be received by 4:00 p.m., Tuesday, June 10, 2008, at the address above.

The DOT will use the following evaluation criteria to evaluate firms who submit the required information by the deadline above:

1. Experience and professional qualifications relevant to the services required - 30%

2. Past performance on projects of similar size and scope for public agencies or private industry, including corrective actions and other responses to notices of deficiencies 25%

3. Capacity to accomplish the work in the required time - 24%

4. Intent to provide support from a locally established office 21%

The Department of Transportation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulations of the U.S. Department of Transportation (Title 49, Code of Federal Regulations Part 21) issued pursuant to such Act, hereby notifies all firms that it will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded without discrimination on the grounds of race, color, religion, sex, national origin, age, or disability.

Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-205.5, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by a legislative body.
