NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES

In accordance with Section 103D-304, HRS, the Department of Transportation (DOT), Harbors Division, may require the services of a qualified professional planning and/or professional consulting engineering firm with expertise in the preparation of environmental impact assessments and other supporting pre-development studies for the relocation of the University of Hawaii Marine Center (UH) from the Kapalama Military Reservation (KMR) to warehouse and yard facilities at Piers 34 and 35, Honolulu Harbor, Oahu, Job H.C. 10371.

The studies will be based on a development plan being prepared for the relocated facilities. The project scope also includes any environmental impact assessments that may be necessary for the adaptive reuse of the vacated UH facilities at KMR.

The scope of work for this contract includes, but is not limited to, traffic study, identification and preparation of all necessary permits, environmental testing for hazardous materials and contaminants. Project start date is targeted for September 2008 with a contract completion time of approximately one hundred (100) calendar days from the Notice to Proceed.

Individuals or firms on the DOT s qualified list shall submit a five-page (single-sided) summary of their qualifications. The DOT will use the following criteria to evaluate firms who submit the required information by the deadline below. Summary should include the following:

1. Experience and professional qualifications relevant to the project, including identification of key personnel and sub consultants that will be assigned to the project - 35%

2. Past performance on projects of similar scope for public agencies or private industry, including corrective actions and other responses to notices of deficiencies - 33%

3. Capacity to accomplish the work in the required time - 32%

Individuals or firms who are not on the DOT s qualified list, and wish to be considered in the selection for this project must submit four copies of the following along with your response by the deadline below:

1. Letter of interest (including an email address for notification of additional advertisements.)

2. DPW Form 120 or the Standard Federal Form 330. The DPW Form 120 may be downloaded from www.hawaii.gov/dot, click on Doing Business , Contracts , then on Professional Services .

3. Any other related information.

Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-205.5, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by a legislative body.
