NOTICE TO BIDDERS

(Chapter 103D, HRS)

SEALED BIDS for MAINTENANCE OF VIDEO MONITORING ACCESS CONTROL SYSTEM (VMACS), KONA INTERNATIONAL AIRPORT AT KEAHOLE, PROJECT NO. BH2804-53, will be received at the Contracts Office, Department of Transportation, 869 Punchbowl Street, Honolulu, Hawaii 96813, or at the office of the District Engineer Hawaii, 50 Makaala Street, Hilo, Hawaii, 96720 until 2:00 P. M., May 29, 2008, at which time and place(s) they will be publicly opened and read.

The scope of work consists of generally providing technical expertise, labor, material, taxes, insurance, overhead, travel, and incidental costs necessary in servicing, maintaining, and repairing of all equipment associated with the VMACS, as well as its subsystems, assemblies, subassemblies, communication network and associated components, at Kona International Airport at Keahole.

To be eligible to bid, bidders must possess a valid State of Hawaii Specialty Contractor s C-15 of C-15a License.

Bid documents may be examined at or borrowed from the above office(s). Bid documents shall be returned in good condition within thirty (30) calendar days after the bid opening date.

A pre-bid meeting/inspection will be held by the State, at 9:00 a.m., May 15, 2008, at the Kona International Airport, Module 2 Training Room, to describe and discuss the work and answer any questions. All Prospective bidders are encouraged to attend, but attendance is not mandatory.

Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-205.5, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by a legislative body. The U.S. Department of Transportation Regulation entitled Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation, Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the Department of Transportation will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, national origin and sex (as directed by 23 CFR Part 200).

In accordance with Section 3-124-4, Hawaii Administrative Rules, the Hawaii Products Preference is applicable to this project. The Hawaii Product List may be examined at the State Procurement Office, Kalanimoku Building, 1151 Punchbowl Street, Honolulu, Hawaii 96813.Each proposal shall be on a form furnished by said Department.
