NOTICE TO BIDDERS

(Chapter 103D, HRS)

SEALED BIDS for MAINTENANCE DREDGING AT PIER 1, KAHULUI HARBOR, MAUI, HAWAII, JOB H. C. 30038, will be received at the Contracts Office, Department of Transportation, 869 Punchbowl Street, Honolulu, Oahu, Hawaii 96813, or at the Office of the District Engineer Maui, 650 Palapala Drive, Kahului, Maui 96732, until 2:00 P.M., June 19, 2008, at which time and places they will be publicly opened and read.

The scope of work of Job H. C. 30038 consists of dredging the berths at Pier 1 at Kahului Harbor and disposing of the dredged material at the dewatering site located at Kahului Airport. The work also includes the taking of post-dredging soundings.

To be eligible to bid, bidders must possess a valid State of Hawaii General Engineering A license.

Plans and specifications for this project may be examined at and borrowed from the above offices. Borrowed plans and specifications shall be returned in good condition within thirty (30) calendar days after the bid opening date.

A pre-bid conference is scheduled for 9:00 a.m., June 4, 2008, at the Department of Transportation, Harbors Division, Conference Room No. 2, 79 South Nimitz Highway, Honolulu, Hawaii 96813. All prospective bidders or their representatives (employees) are encouraged to attend, but attendance is not mandatory.

The General Provisions applicable to this project are available for purchase from the above offices for one dollar ($1.00) per copy.

Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-205.5, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by a legislative body. The U.S. Department of Transportation Regulation entitled Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation, Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the Department of Transportation will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, national origin and sex (as directed by 23 CFR Part 200).

In accordance with Section 3-124-4, Hawaii Administrative Rules, the Hawaii Products Preference is applicable to this project. The Hawaii Product List may be examined at the State Procurement Office, Kalanimoku Building, 1151 Punchbowl Street, Honolulu, Hawaii 96813.

Each proposal shall be on a form furnished by said Department.

Estimated construction cost is between $300,000 - $500,000.
