NOTICE TO BIDDERS

(Chapter 103D, HRS)

SEALED BIDS for HOLDROOM SHELTERS AND ADDITIONAL SECURITY LANE, KONA INTERNATIONAL AIRPORT, KAILUA-KONA, HAWAII, STATE PROJECT NO. AH2042-27 will be received at the Contracts Office, Department of Transportation, 869 Punchbowl Street, Honolulu, Hawaii 96813, or at the office of the District Engineer Hawaii, 50 Makaala Street, Hilo, Hawaii 96720 until 2:00 p.m., Hawaii Standard Time (HST) April 3, 2008, at which time and places they will be publicly opened and read.

The project scope of work consists of roof type structures and associated modifications of adjacent areas to provide weather protection over existing walkways in and around the security queue, courtyard, and holdroom areas of the existing north and south terminals. Also included in this project s scope are structure modifications to the existing checkpoint building at the north terminal for an additional security lane.

Plans and specifications may be examined at or borrowed from the above offices. Borrowed plans and specifications shall be returned in good condition within thirty (30) calendar days after the bid opening date.

To be eligible to bid, bidders must possess a valid State of Hawaii General Building Contractor s B license.

A pre-bid conference is scheduled for 10:00 a.m., March 14, 2008, at the District Office Training Room, Mod 2, at Kona International Airport at Keahole, Hawaii. All prospective bidders or their representatives (employees) are encouraged to attend, but attendance is not mandatory.

The General Provisions applicable to this project are also available for purchase from the above office for One Dollar ($1.00) per copy.

Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-205.5, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by a legislative body. The U.S. Department of Transportation Regulation entitled Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation, Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the Department of Transportation will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, national origin and sex (as directed by 23 CFR Part 200).

In accordance with Section 3-124-4, Hawaii Administrative Rules, the Hawaii Products Preference is applicable to this project. The Hawaii Product List may be examined at the State Procurement Office, Kalanimoku Building, 1151 Punchbowl Street, Honolulu, Hawaii 96813.

Each proposal shall be on a form furnished by said Department.

Estimated construction cost is $2,000,000 - $5,000,000.
