NOTICE TO BIDDERS
(Chapter 103D, HRS)
SEALED BIDS for APRON AND MISCELLANEOUS REPAIRS,
KAPALUA AIRPORT, STATE PROJECT NO. CM6802-33, will be received at the Contracts
Office, Department of Transportation, 869 Punchbowl Street, Honolulu, Hawaii
96813, or at the Office of the District Engineer Maui, 650 Palapala Drive,
Kahului, Hawaii 96732, until 2:00 p.m., Hawaii Standard Time (HST), May 22,
2008, at which time and places they will be publicly opened and read.
The scope of work
consists of cold mill and resurface AC
pavement; excavate and construct new AC pavement including AC surface course,
base course, and subbase course; temporary and final pavement surface markings; and other related works in accordance with
the plans and specifications.
Plans and
specifications may be examined and borrowed from the above office(s). Borrowed plans and specifications shall be
returned in good condition within thirty (30) calendar days after the bid
opening date.
To be eligible to
bid, bidders must possess a valid State of Hawaii General Engineering
Contractor s A license.
A pre-bid
meeting is scheduled for 9:30 a.m., May 7, 2008, at the Airport Manager s
Conference Room at the Kapalua Airport on Maui to describe and discuss the work
and answer any questions. All
prospective bidders or their representatives (employees) are encouraged to
attend, but attendance is not mandatory.
Questions must be submitted in writing, and
received not later than a week prior to the meeting, to Airports Division,
Department of Transportation, Honolulu International Airport, 400 Rodgers
Boulevard, Suite 700, Honolulu, Hawaii 96819.

Provisions applicable to this project are also available for purchase from the

Campaign contributions by State and
County Contractors. Contractors are hereby notified of the
applicability of Section 11-205.5, HRS, which states that campaign
contributions are prohibited from specified State or county government
contractors during the term of the contract if the contractors are paid with
funds appropriated by a legislative body.

The U.S. Department of Transportation Regulation entitled
Nondiscrimination in Federally-Assisted Programs of the U.S. Department of
Transportation, Title 49, Code of Federal Regulations (CFR), Part 21 is
applicable to this project. Bidders are
hereby notified that the Department of Transportation will affirmatively ensure
that the contract entered into pursuant to this advertisement will be awarded
to the lowest responsible bidder without discrimination on the grounds of race,
color, national origin and sex (as directed by 23 CFR Part 200).
In accordance with
Section 3-124-4, Hawaii Administrative Rules, the Hawaii Products Preference is
applicable to this project. The Hawaii
Product List may be examined at the State Procurement Office, Kalanimoku
Building, 1151 Punchbowl Street, Honolulu, Hawaii 96813.
Each proposal
shall be on a form furnished by said Department.
Estimated
construction cost is between $1,000,000 and $1,200,000.
