NOTICE TO BIDDERS
SEALED PROPOSALS for the construction of
the AIRFIELD WATERLINE REPLACEMENT AT DILLINGHAM AIRFIELD, MOKULEIA, HAWAII,
STATE PROJECT NO. CO2803-73, will be received at the
Contracts Office, Department of Transportation, 869 Punchbowl Street, Honolulu,
Hawaii
96813, until
2:00 p.m., June 30, 2008, at which time and place the sealed proposals will be
publicly opened and read.
The scope of work consists of replacing an
existing waterline. The work includes
but is not limited to sliplining an existing 10 inch
abandoned forcemain with a new 6 water main,
reconnecting service, and installing fire hydrants and isolation valves.
To be eligible to bid, bidders must possess
a valid State of Hawaii General Engineering Contractor s A license.
Plans and specifications may be examined
and borrowed at the above office.
Borrowed plans and specifications shall be returned in good condition
within thirty (30) calendar days after the bid opening date.
A pre-bid meeting is scheduled for 10:00
a.m., June 13, 2008, at the Unicom
Tower at Dillingham
Airfield, to explain and clarify any questions regarding this project. Inspection of the project site will follow.
Prospective bidders are advised to attend
this pre-bid meeting. Questions must be
submitted in writing, and received prior to the meeting, to the Oahu District
Engineer s Office. Submit questions to

The "General Provisions"
applicable to this project are also available for purchase from the above
office(s) for One Dollar ($1.00) per copy.
Campaign contributions by State and County
Contractors. Contractors are hereby notified of the
applicability of Section 11-205.5, HRS, which states that campaign
contributions are prohibited from specified State or county government
contractors during the term of the contract if the contractors are paid with
funds appropriated by a legislative body.

The U.S. Department of Transportation Regulation
entitled Nondiscrimination in Federally-Assisted Programs of the U.S. Department
of Transportation, Title 49, Code of Federal Regulations (CFR), Part 21 is
applicable to this project. Bidders are
hereby notified that the Department of Transportation will affirmatively ensure
that the contract entered into pursuant to this advertisement will be awarded
to the lowest responsible bidder without discrimination on the grounds of race,
color, national origin and sex (as directed by 23 CFR Part 200).
In accordance with Section 3-124-4, Hawaii
Administrative Rules, the Hawaii Products Preference is applicable to this
project. The Hawaii Product List may be
examined at the State Procurement Office, Kalanimoku Building, 1151 Punchbowl Street, Honolulu, Hawaii 96813.
Each proposal shall be on a form furnished
by said Department.
Estimated construction cost is between $400,000 - $500,000.00.
The State reserves the right to reject any
or all proposals and to waive any defects in said proposals if in the best
interest of the public.
