| To purchase a bulldozer to create wetlands in the Rice Lake/Banner Marsh Area. Bulldozer is needed to build and maintain wetlands. The wetlands provide nesting and vegetation for waterfowl.
If the purchase was not made there would be a loss of habitat. The loss of the wetlands would lead to loss of habitat.
If the bulldozer is not purchased, DNR will have to continue to rent heavy equipment. With the donation from Ducks Unlimited and the discount from Caterpillar, the ageny will save money by purchasing instead of annual rental contracts.
This award was inadvertantly published as an addendum under Notice 222345. CMS is working with the system coordinators to cancel the addendum. |

| Sole Source Only Justification: | Ducks Unlimited will donate $50,000.00 to IDNR to purchase the bulldozer from Altorfer Caterpillar that will help to maintain and create wetlands in central Illinois. Caterpillar will also give IDNR a $50,000.00 discount on this purchase to maintain wetlands. We would be able to purchase this $224,648.00 bulldozer for $124,648.00.
Caterpillar and Ducks Unlimited have established an Illinois River Partnership and have worked with IDNR in the past to create wetlands. The Illinois River Partnership has realized that there is a need for a bulldozer to continue to create and maintain wetlands. With the donation and the government discount from Caterpillar, IDNR is able obtain a piece of equipment that it would otherwise not have the funds for.
DNR will lose the $50,000.00 donation from Ducks Unlimited and the $50,000.00 government discount from Caterpillar if it is not bought through Altorfer.
DNR will receive a $224,648.00 bulldozer for $124,648.00.
Any challenge to this Notice must be submitted in writing within 14 days of the published date shown below and to the person identified below. Late challenges will not be considered. Only a challenge with documentation, which sufficiently demonstrates and proves a prospective vendor's ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
