SYNOPSIS: Defense Logistics Agency (DLA) requires transportation service for movement of small package (150 lbs. or less) ground shipments. The Performance Work Statement (PWS) will establish regularly scheduled pick-up service at two (2) primary depot locations and at several other depots, and provide delivery service from those locations, CONUS-wide. Transportation services required consist of pick up from the designated depot locations and deliveryservice to all commercial/military ZIP Codes (as defined by the U.S. Postal Service ZIP Code) within the Continental United States (CONUS), including the District of Columbia (D.C.), including delivery services to Alaska (AK), Hawaii (HI), and Puerto Rico (PR). This excludes small package delivery to Army Post Offices (APO), Fleet Post Offices (FPO), and U.S. Postal Service facilities, i.e. P.O. Boxes. Shipments are of a routine, non-expedited nature, with no piece weighing more than 150 pounds. Estimated shipments are approximately 2.1 million pieces shipped. Shipment of Hazardous Material (HAZMAT), if required by DLA, is mandatory. Carriers must submit their HAZMAT Certification upon submission of their proposal. Service is required seven (7) days per week, excluding Federal holidays. These services are expected to begin 1 September 2008, for a one year period, through 31 August 2009. The guaranteed minimum to be ordered is established at 5% of the total number of estimated shipments. The contractor must be able to provide web-based In-Transit Visibility (ITV), traceability and control of shipments, and provide verifiable Proof of Receipt, Proof of Shipments, and Proof of Delivery. The contractor shall participate in the US Bank PowerTrack billing and payment system. Information regarding PowerTrack capabilities may be obtained from the DOD PowerTrack Program Management Office at DFAS-HFET/IN at 1.317.510.2437. In order to be considered for an award, the contractor must be PowerTrack enabled prior to submission of proposal. All contractors interested in transporting Department of Defense freight must be approved by the Freight Carrier's Registration Program (FCRP) prior to submission of proposal.
