Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to solicit and award a single contract for all items, contract no. N66001-08-D-0070 to Hubbs-SeaWorld Research Institute, 2595 Ingraham Street, San Diego, CA 92109 on a sole source basis, for marine mammal virus discovery and characterization support related to Navy and other bottlenose dolphins and California sea lions. The type of contract will be cost plus fixed fee for a two- year base and two one-year options. The estimated level of effort is 40,000 hours for the entire four-year performance period. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other suppliers or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) Code is 541940; small business size standard is $6.5 million. The estimated release date for the solicitation is 10 January 2008. Electronic copies of the solicitation may be obtained from the SPAWAR E- Commerce website at http://e-commerce.spawar.navy.mil/ under SSC San Diego "Open Solicitations". Hard copy versions of the solicitation and any subsequent amendments will not be available.
