The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the
Program Executive Office for
Command, Control, Communications,
Computers, and Intelligence (PEO
C4I), Networks, Information Assurance
and Enterprise Services Program Office
(PMW 160) has a requirement for a
Government Off the Shelf
(GOTS)/Commercial Off the Shelf
(COTS) solution to automate the
Department of the Navy (DON)
certification and accreditation (C&A);
process based on the Department of
Defense (DoD) Information Assurance
Certification and Accreditation Process
(DIACAP). The DIACAP is designed to
ensure that information technology
systems operate at an acceptable risk
level, with reduced exposure to threats
and vulnerabilities. Additionally it
provides standardization, increased
confidence, lower level of risk, and a
reduced certification and accreditation
cost. The following key system
capabilities are required to support
DIACAP automation:
A web-based system
operating on classified and unclassified
networks
Support for a minimum of
25,000 users and 2,500 concurrent
users
Perform information system
registration, document management,
data management, messaging,
specified workflow, and reporting
Exchange information with
other DoD and DON portfolio
management systems
The Offeror will install the system at
governmental facilities and test the
system to ensure that it is properly
installed and operational. The contract
may include system enhancement if
necessary.
This procurement is a new
requirement. PEO C4I PMW160
intends to issue a full and open
competitive solicitation. A firm-fixed-
price and cost-plus-fixed-fee type
contract is anticipated with a base
period of one year and four one-year
options. All responsible sources will be
invited to submit a proposal. The
applicable NAICS Code is 511210 with
a size standard of $23M.
It is anticipated that the solicitation
and any documents related to this
procurement will be available on the
Internet, on or about 13 June 2008 at
the SPAWAR Business Opportunity
