| On behalf of the Department of Human Services, the Illinois Department of Central Management Services (CMS) is giving notice of its intent to award a sole economically feasible source contract to Tier Technologies, Inc. (formerly EPOS Corporation) for continued maintenance of the DHS Automated Voice Response (AVR) telephone system.
As a result of an RFP, the vendor was awarded a contract to furbish and install the subject AVR Telecom system for DHS. That contract is about to lapse at the end of June, 2008.
Both CMS and DHS staff have concluded that establishing a new sole economically feasible source contract with this vendor is both the most technically appropriate and the most cost effective solution. |

| Sole Source Only Justification: | Tier Technologies, Inc. (Tier), formerly EPOS Corporation (EPOS) is a manufacturer and provider of interactive voice response (IVR) systems. EPOS delivered the IVR system to DHS. The system contains proprietary software which has been specifically licensed to DHS. Tier is the sole supplier for software upgrades to this IVR system and the sole provider of the hardware associated with this system. While it is possible to procure replacement parts on the open market, Tier can only support those components purchased through Tier. Therefore, the equipment will not be covered under maintenance from the vendor. The State may not have an alternative method to procure parts for the system in a timely manner. For these reasons, the State must enter into an agreement with Tier to ensure continued operation of this Telecom system so vital to DHS and the constituents being served.
Any vendor who believes it can meet all the requirements for continued maintenance of the DHS AVR Telecom system move must submit a written letter demonstrating its qualifications and ability to perform in accordance with specifications and other requirements and at a price equal to or lower than the amount shown in this Notice. Any such challenge must be submitted in writing within 14 days of the date shown below and to the person identified below. Late challenges will not be considered. |
