Synopsis:

This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Institutes of Health, NIH. The National Institutes of Health (NIH) is conducting a market survey to determine the availability and capability of interested businesses to perform the duties related to the development and enhancement of the DFRS Emergency Operations Preparedness Program. THIS IS NOT A REQUEST FOR PROPOSAL OR COST PROPOSAL. The intended procurement will be classified under North American Industrial Classification System (NAICS) code 541611, Administrative Management and General Management Consulting Services with a small business size standard of $6.5M. Interested businesses responding to this market survey must provide a capability statement demonstrating their experience, expertise, and available resources to perform the various tasks of this requirement. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NIH to determine if the party can meet all of the foregoing requirements. Information submitted is to be pertinent and specific to the technical requirements identified above and demonstrate your firm's ability to provide all personnel and resources necessary to provide all of the services identified. Include (1) business name, address, e-mail address, website address, telephone number, and name of contact; (2) business size and type of business (e.g., small business, HUBZone, service-disabled veteran-owned small business, etc.); and (3) at least two recent past performance references to include contract number, dollar value, name o contact, and telephone number. Three copies of the capability statement must be received and directed to Terita Stevenson, Contract Specialist, 6011 Executive Blvd. Room 539C, Rockville, MD 20852, no later than 3 pm EST on August 14, 2008. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Information received will be considered solely for the purpose of determining whether sufficient businesses within any of the socio-economic programs possess the capability to fulfill the Government's requirement and to ensure competition under a set-aside acquisition. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government. The purpose of this Sources Sought is to seek the availability and capability of small business concerns, including 8(a) small business and/or small qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of performing the work described herein:
