| The Illinois Department of Employment Security (IDES) is giving notice of intent to purchase Dun & Bradstreet software maintenance, upgrades and patches, 24/7 support by phone, email and web, bulletins advising of changes in tax laws and regulations at the state and federal levels, and updated tax tables for the IDES Human Resources and Payroll System software from Infor Global Solutions (formerly Extensity). This software system keeps taxes and financial information current in the IDES payroll system. It allows the payroll system to update and run payroll taxes sent to the agency, and is the only means for updating the payroll system. |

| Sole Source Only Justification: | This is custom designed software for DES. The listed vendor is the creator of the software and has proprietory rights. They are the only vendor we could use for these services. This software system keeps taxes and financial information current in the IDES payroll system. It allows the payroll system to update and run payroll taxes sent to the agency, and is the only means for updating the payroll system. If not maintained, the IDES Human Resources Payroll system will not contain valid and correct Federal and State Tax computations for major entities: 1) The IDES employee Payroll checks and 2) IDES Agency Accounting and Reporting Payroll to the State.If the agency is not permitted to continue its use of this custom designed software we could not process IDES payroll. DES continues to use the same custom design software, this vendor being the creator of the software and having proprietory rights, would be the only vendor we could use.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
