| Illinois Department of Employment Security (DES) is giving notice of intent to award a contract for annual maintenance subscription to Americas Job Link Alliance (AJLA) Technical Services, which includes technical support/subscription/continued systems support/development efforts/online information service/license for hosted custom software package DART Reporting System. Illinois is a member in this Alliance consisting of 29 states. The Data Analysis and Reporting Tool (DART) provides a system that runs in a PC environment that generates many IDES unique and federally required reports on a rolling four-quarters basis and provides powerful manipulation and reporting capabilities for states using Americas Workforce System (AWS) or Americas Job Link (AJL). AJL is a web-based one-stop operating system built in a modular format. IDES needs this technical service/subscription in order to meet its workforce development and customer service needs and comply with federal reporting requirements for the Employment Service, Veterans, and Workforce Investment Act programs.
It is possible that the date of contract execution may precede the expiration date of the 14-day sole-source award notice. Accordingly, and pursuant to Procurement Rule Section 1.2060, DES SPO has authorized work prior to execution in the event that the execution date is prior to October 8th. |

| Sole Source Only Justification: | The AJLA DART software product is customized and the only one of its kind designed for States using Americas Workforce System (AWS) or Americas Job Link (AJL). This is the designated software for Americas Job Link. There is no other means by which IDES gains access to the AJL system database. Ohio generously gave the Kansas Dept. of Labor the development code, allowing Kansas to make system enhancements. Each year, an agreement is negotiated between the Kansas Department of Commerce and the National Association of State Workforce Agencies (NASWA)-AJLA through which AJLA-TS services are provided to state agencies. NASWA contracts with each agency wishing to use AJLA-TS products or services via a Letter of Agreement and collects annual subscription rates for the agencys selections. The National Association of State Workforce Agencies (NASWA) is an organization of state administrators of unemployment insurance laws, employment services, training programs, employment statistics, and labor market information and other programs and services provided through publicly-funded state workforce systems. AJLA is responsible for the development, maintenance and mandated enhancements of all Americas Job Link Alliance software products used by subscribing states across the country. AJLA-TS works to ensure that AJLA products meet the needs of the workforce development community and Federal requirements for collection and reporting.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
