| Illinois Department of Employment Security (DES) is giving notice of intent to award a contract for technical and professional services related to the Illinois Benefit Information System (IBIS). The Departments Telephone Certification System (Teleserve) must be modified as part of its overall redesign of the Unemployment Insurance Benefit System. Interactive Voice Response (IVR) design and application coding changes must be implemented. |

| Sole Source Only Justification: | First Data Government Solutions developed Teleserve using a proprietary methodology. Moreover, FDGS is the only entity with the knowledge, background, and experience with the Teleserve software application to accomplish the work and has the experienced consultants with critical knowledge needed for the upgrade work.
Teleserve is a critical part of the UI benefit payment process. Teleserve currently processes 80,000+ telephone certification calls each week.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
