| The Department of Employment Security (DES) is giving notice of intent to purchase software maintenance from Group 1 Software Inc. The requested software maintenance for the Group 1/DOC1 software will be used to get support for the IBIS (new unemployment insurance benefit system) project. The request is for maintenance for development and test versions of the software. Application developers are using the DOC1 software to design, develop, deploy, and test different types of correspondence. |

| Sole Source Only Justification: | IDES must send correspondence to employees and claimants to successfully run the Unemployment program for the State of Illinois. CMS approved the selection of DOC 1 software to design, generate, and send correspondence. The majority of the new IBIS forms and letters have been developed using DOC 1. Group 1 Software is the only vendor that can continue to support the DOC1 software.
If this request is denied, the IBIS redesign project could be in jeopardy. A new solution for sending correspondence would need to be designed and built. Additionally, other existing components would need to be redesigned and built to interface with the new correspondence design. This redesign would result in additional costs to the agency.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently identifies evidence of a violation of the Illinois Procurement Code or other law, any associated rules, and demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
