| The Illinois Department of Employment Security (IDES) is giving notice of intent to purchase software maintenance from Geographic Solutions. Support and maintenance includes updates to the ALMIS database, software upgrades, and the right to continue to use the application. The State of Illinois uses this information processed by this software to distribute labor data to other agencies throughout the State, other states, and to the federal government. This is a mandatory system, required by the federal government. |

| Sole Source Only Justification: | If this procurement request is denied, the Department will be out of compliance with the Bureau of Labor Statistics (BLS) mandate that DES provide an accessible database of workforce information to the public. This lack of compliance may jeopardize the Department's BLS grant. The Workforce Information Center (WIC) is a proprietary application/website created for Illinois by Geographic Solutions. Complete Labor market reports, data and publications would not be available to our many partner agencies, businesses, and the people of the State of Illinois and the data could not be viewed online.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
