| The Illinois Department of Employment Security is giving notice of intent to enter into a sole economically feasible sole source contract with Accenture.
The Agency wishes to exercise its option under its existing vendor Contract No. CICE500761 to purchase support and maintenance hours, and receive additional support hours at no additional charge, and extend term through July 31, 2012 in accordance with provisions of the Contract. The Agency may cancel its option for any unused additional support hours upon thirty (30) written days notice to the Contractor. These hours will be utilized to perform work associated with an authorized Change Request, provide ongoing support once the new benefit system is in production, and implement enhancements as the need arises after the system is in production. This project is critical to IDES, as the new UI benefit payment system is scheduled to go live in April 2009 and must be supported to ensure a top-of-the-line UI benefits delivery system is supported for the State of Illinois that exceeds standards found in most states. |

| Sole Source Only Justification: | Accenture is redesigning/developing and implementing the new Unemployment Insurance (UI) benefit system (IBIS) under an existing contract, and IDES wishes to take advantage of its contract option for maintenance and support, where 4000 hours of additional maintenance and support would be provided by Vendor at no additional charge. Moreover, Accenture is the only entity with the knowledge, background and experience to accomplish the work. The experienced Vendor/staff are in place working on the IBIS Project, have in-depth specialized knowledge and expertise, excellent technical and application knowledge, are highly experienced and familiar with this unique, complex project work and technical environment; and it is most practical to take advantage of the maintenance and support option with the incumbent vendor at the same rates. Vendor can provide effective performance guarantees. To rebid the work or train another vendor would not be cost effective given the learning tasks and training that would be required to educate a new vendor on the technical environment, business functions, etc. to bring them up to speed; and there is no time as the new IBIS is scheduled to go live in April 2009.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
