PRE-BID MEETING DATE: 3/13/08 at 10:00 AM CENTRAL TIME Not Mandatory MEETING DETAILS: A non-mandatory pre-bid meeting and site tour is scheduled for 3/13/08 beginning at 10:00 a.m. at the Northfield National Guard Armory, 519 Division Street, Northfield, MN 55057, AND on 3/18/08 beginning at 10:00 a.m. at the Olivia National Guard Armory, 910 West Lincoln, Olivia, MN 56277. A pre-bid meeting is being conducted to facilitate questions. All questions and their answers will be incorporated into an addendum which will be distributed to all plan holders of record. DESCRIPTION: DEPOSIT CONT'D: The first set of plans and specifications will be delivered to the requestor at no charge to the requestor. For each additional set of plans and specifications, there will be a non-refundable delivery charge of $20.00 per set. If the requestor wants overnight delivery for their first set of plans and specifications, the requestor will be charged at cost for the delivery charge. DESCRIPTION: Sealed Responses for Renovation Projects at Minnesota National Guard Armories in Northfield, Olivia and New Ulm (Project No. 07206) will be received by the Facilities Management Office, Department of Military Affairs, State of Minnesota, Camp Ripley, 15000 Highway 115, Little Falls, Minnesota 56345-4173, until the date and time listed in the Response Due date and time noted above. After such time, responses will be opened and publicly read aloud. The State will entertain bids for any or all base items (Base Price A - Northfield, Base Price B - Olivia, Base Price C New Ulm, and/or Base Price D Combined Northfield, Olivia and New Ulm). The State reserves the right to award Base Price A, Base Price B, Base Price C, or Base Price D, whichever is determined to be in the State s best interest. The estimated construction cost is $1,150,000. The project includes but is not limited to: Northfield: Removal of the existing steam distribution system, radiation and control equipment. Convert the existing low pressure steam boiler to a hot water circulating system including new fin tube radiation, distribution piping and control valving with Direct Digital Control (DDC) conversion. Add additional ventilation and cooling in the lower level to provide consistent air quality in all occupied spaces. Provide cooling and ventilation to the main and upper level of the building. Extension and/or replacement of non-compatible temperature controls for all spaces. Convert the boiler and ventilation to new Direct Digital Controls (DDC). New suspended ceiling in supply room. Patching of all affected walls, ceilings and floors associated with the heating and ventilating removal and renovations to match surrounding surfaces and finishes; entire rooms affected will then be repainted. Olivia: Provide cooling and ventilation in the lower, main and upper levels of the building. Extension and/or replacement of non-compatible temperature controls in the entire building. Convert the boiler and ventilation to new Direct Digital Controls (DDC). Renovation of the front entry area including new finishes entrance landing, immediate lower and main level corridors, and main stair between these levels. New steel entrance doors in new hollow metal frame and glass entrance. Patching of all affected walls, ceilings and floors associated with the ventilating renovations to match surrounding surfaces and finishes. Entire rooms affected will then be repainted. New Ulm: Repair deteriorated concrete deck, piers and walls of existing exterior concrete vehicle ramp. Provide new steel railings. Replicate existing historical rusticated stone finish stucco. Provide new finish/coatings to the vehicle ramp surfaces. FURTHER DESCRIPTION: Each response which totals more than $50,000.00 must be accompanied by a certified check, cashiers check, or money order made payable only to the State of Minnesota; or a surety bond of a surety company duly authorized to do business in the State of Minnesota; in an amount equal to five percent (5%) of the total amount of the response, which is submitted as a solicitation security conditioned upon the responder s entering into a contract with the State of Minnesota in accordance with the terms of the solicitation. It is agreed that said solicitation security of the successful responder will constitute liquidated damages, not a penalty, for the failure or refusal of the successful responder to execute and deliver the contractual documents, in a correct form, within ten (10) days after receipt of the contract documents. This project is subject to Targeted Group/Economically Disadvantaged business preference.
