The City of Boston acting by and through its Department of Neighborhood Development (DND) makes available with this Request for Proposals (RFP) the following resources for the production and preservation of homeownership, rental and-cooperative-housing.-
Funds are available from the following sources: HOME Investment Partnership Funds ( € HOME € ) and Community Development Block Grant ( € CDBG € ) The City of Boston is authorized through the United States Department of Housing and Urban Development (HUD) to distribute HOME and CDBG funds and to promote housing and community development activities for low and moderate-income persons. In this RFP, DND offers loans to assist the development of rental and cooperative housing projects only.
This RFP € s goal is to expand the supply of affordable rental and cooperative housing through the: 1) production of new affordable housing units; 2) preservation of existing affordable housing units; 3) conversion of market rate rental units to permanent affordable housing units; and 4) expansion of the number of rental units for homeless individuals or households.
DND will make available Three Million Dollars ($3,000,000) for Rental and Cooperative Housing. Projects applying for funds from the City of Boston must also submit applications for development loans and/or Low Income Housing Tax Credits to the Commonwealth of Massachusetts Department of Housing and Community Development in its upcoming funding round. Funding awards made under this RFP will be contingent upon receipt of State funding.
There will be a Bidders € Conference on Wednesday, July 9, 2008, at 10:00 AM in the Winter Chambers, 1st Flr, 26 Court Street, Boston, MA. Prospective applicants are strongly encouraged to attend this session so that DND staff may review the requirements of the RFP and answer any questions about the application process.
Applicants are strongly encouraged to submit a Letter of Intent by Friday, July 11, 2008. The Letter should specify the required information as instructed in the RFP.
The Letter should be mailed, faxed or delivered to the attention of Jed Baumwell, Senior Development Officer, DND, 8th Floor, 26 Court Street, Boston, MA, 02108, fax 617-635-0383.
The RFP package will be available beginning Monday, June 23, 2008, at DND,
Bid Counter, 26 Court Street, 10th Floor, Boston, MA 02108. Applications must be submitted as instructed in the RFP package by Monday, August 11, 2008, no later than 4:00 P.M.
