Bids

The City of Boston acting by and through the Public Facilities Commission by the Director of the Department of Neighborhood Development (DND) is seeking to allocate funds from the City € s FY2008 Housing Opportunities for Persons with AIDS (HOPWA) allocation. The program authorizes funding for a variety of housing and housing-related activities for people with HIV/AIDS and their families.

The City of Boston through the DND administers the formula allocation of the HOPWA funds throughout the Boston Primary Metropolitan Statistical area (EMA), which includes the City of Boston (Suffolk County), Norfolk and Plymouth counties.

The total HOPWA 2008 award to the City of Boston for use in its HOPWA EMA is $1,747,000. DND expects to allocate up to $1,694,590 through this RFP for HOPWA service programs. Recipients of these HOPWA funds will receive 24-month contracts with DND, subject to the availability of an appropriation in the subsequent fiscal year.

Non-profit organizations that provide housing and/or housing-related supportive services to households of persons with Human Immunodeficiency Virus (HIV) or Acquired Immunodeficiency Syndrome (AIDS) are eligible to apply for HOPWA funds. Recipients of these HOPWA funds will receive 24-month contracts with DND. Proposals are being solicited for housing-related programs in the following three service categories:

€ Housing Information Services
€ Housing-Related Client Services
€ Technical Assistance

RFP application package will be available beginning Monday, April 7, 2008, at DND, Bid Counter, 10th Floor, 26 Court Street, Boston, MA 02108.

There will be an optional Bidders € Conference on Wednesday, April 16, 2008, at 1:30 PM, at DND, 26 Court Street, 11th Floor, Room 11A, Boston, MA 02108.

Organizations applying for funding through this RFP are encouraged to attend the Bidders € Conference.

Completed applications for this RFP must be submitted as instructed and returned in a sealed envelope clearly marked € HOPWA RFP € on the outside of the envelope, to DND, Bid Counter, 10th Floor, 26 Court Street, Boston, MA 02108 by Friday, April 25, 2008, no later than 4:00 PM. LATE PROPOSALS WILL NOT BE ACCEPTED.
