| The Department of Central Management Services, Bureau of Strategic Sourcing and Procurement, is giving notice of its intent to procure the following: Three Xerox WCP7665P Copier/Printer with Print/Copy Network Controller and to trade in the following: Two Konica copiers and one Pitney Bowes copier.
The basis for the Sole Source procurement of this equipment is based on a compatibility issue with equipment currently in existence at the Department of Commerce and Economic Opportunity. The purchase of equipment other than Xerox would jeopardize the workflow and standardization that has made it possible for end-users to scan documents, to protect their existing investment and to maintain a high level of document security. |

The basis for the Sole Economically Feasible Source procurement of this equipment is due to recent audit findings, DCEO must remedy the Grant Management system. The three devices they are requesting will complement the existing Xerox units that act as the on-ramp for scanning of all documents into their existing document management system. This will provide the capability to more departments and facilitate the speed in which documents can be deposited and available for ready access for viewing, retrieval, repurposing, etc.
DCEO has previously established a workflow and standardization on a hardware and software solution to make it as easy as possible for their end-users to scan documents, to protect their existing investment and to maintain the highest level of document security.
The existing Xerox units (both black and color) provide a seamless integration across the product line into the existing workflow, without investment in additional hardware or software, and without having to re-engineer their existing process, which would be extremely expensive, time-consuming and non-productive.
Xerox is the only vendor to offer the capability to add meta data index at the device or to have meta data automatically embedded in the workflow template. This allows a user to enter letters or numbers (i.e. purchase order numbers, document names, ID numbers, file numbers, etc.), which are a critical part of document storage and retrieval in an electronic document system. Xerox is also the only vendor that can scan directly in the existing DocuShare system.
DCEOs goal is to replace all aging reprographic (non-networked) units with machines that provide network printing, faxing and scanning of black and color documents to the existing document management system, the existing production publishing system and the PC desktop, with machines that are completely compatible with each other as well as the current system, and that require no change in their process, additional steps in the workflow, or additional investment in hardware, software, etc. The unit must be plug and play.
Xerox is the only vendor that can provide the level of document security DCEO requires, as well as integrate seamlessly into the workflow process and document management system they have developed utilizing the SmartSend Pro document routing software and DocuShare and FreeFlow document management software.
Overall, Xerox is the only vendor that can provide the capabilities DCEO has standardized upon without entirely changing their process and complicating their workflow (vs. simplifying it). There are additional capabilities that these units offer and that they require, but, bottom line, these are the only units that will satisfy their requirements and offer complete compatibility with their existing investment.
Any vendor who believes it can meet all requirements of the Using Agency must submit a written letter demonstrating its qualifications and ability to perform in accordance with specifications and other requirements and at a price equal to or lower than the amount shown in this Notice. Any such challenge must be submitted in writing within 14 days of the date shown below and to the person identified below. Late challenges will not be considered. |
