This notice is to change the solicitation release date to on/about, April 3, 2008. The Department of Agriculture, Farm Service Agency, intends to issue the Request for Proposal (RFP) No. AG-3151-S-08-0005 for the requirement is to upgrade and replace the legacy system, consisting of dual Sybase databases and active-server-page front-end, with a modernized system, consisting of a single SQL-server database, web-enabled .Net front-end in a firewall protected environment, following a low-risk phased migration approach. The front end code is Active Server pages written in Visual Basic script or a visual basic executable. The back end code is Transact-SQL. The user interface accepts text information and stores it in a backend database. The solicitation will discuss the requirement in full and will be posted to USDA web page at the following link:

The requirement is further amended to be a total competitive 8(a)set-aside.
The response date for receipt of offers is May 5, 2008, at 1300 EST.
All questions concerning this RFP must be submitted in writting or email no later than Monday, April 14, 2008.

A pre-proposal conference has been scheduled for April 30, 2008 at the USDA Headquarters Building, Room S-107, 1400 Independeance Avenue, SW, Washington, DC, 20250, in the South Building at 1:00pm (local time)
Please email your intent to attend by April 28, 2008, to Renea.Morton@wdc.usda.gov. The following infomation shall be provided: Company name, all attendee names, email address, and telephone number. Individual names must be submitted in advance in order to gain entry to USDA facility. No acceptions. Telephone inquiries will not be honored.
