Description
The VISN 4 Network, Pittsburgh, PA 15215 intends to negotiate with UpToDate, 54 Washington Square, Wellesley, MA 02481, on a sole source basis pursuant to FAR 6.302-1 for software and licenses. The Enterprise subscription to UpToDate on-line for on-site access allows MD consults with unlimited on-site access for VISN 4 for one year. Access to UpToDate is granted through IP address validation, eliminating the need for users to enter a username and password. Multiple simultaneous users have immediate access to UpToDate from any web-enabled computer within the VISN 4 Network. UpToDate provides access to telephone and email technical support. Content updates are performed on an on-going basis and are released every four months. UpToDate is written by physicians; it provides critical reviews of the best practices, and these practices are updated as soon as any information indicates a change is necessary; it is updated daily from its internet site. UpToDate will provide the java script necessary to authenticate users. UpToDate provides a suite of online information products via desktops to aid in clinical decision making. This product both identifies and critically evaluates best practices for the purpose of assisting in differential diagnosises. Firms who wish to identify their interest and capability to provide an alternate system which has an extensive history of high usability and physician customer satisfaction and meets the capabilities and functionality described above may notify the Contracting Officer, in writing, no later than 2pm on Tuesday, December 18th, 2007. Such notification must include a complete description of proposed software and licenses, including narrative demonstrating your capabilities. Notification shall be mailed to Pamela Rayburg, Contracting Officer, 7180 Highland Drive, Pittsburgh, PA 15206 or emailed to pamela.rayburg@va.gov. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiation. This notice is NOT a request for competitive proposals.
