The Department of Interior, Bureau of Land Management intends to solicit quotes for commercial services prepared in accordance with the format in Subpart 13.5 and 19.14, as supplemented with additional information included in this notice. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is RFQ003NTC, and a firm fixed price contract is contemplated. This is a service contract and service contract wage rates apply. Wage determinations under the Service Contract Act can be downloaded from the following website: www.wdol.gov. Relevant Wage Determinations for all geographic areas serviced by any contracts resulting from this solicitation will apply. This Service Contract base period shall be for eight (8) months from the date of award. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24 effective 28 February 2008. The North American Industrial Classification Code (NAICS) is 541512 Computer Systems Design Services. This procurement is a Service-DisabledVeteran-Owned Small Business set-aside and all certified responsible business sources falling in the required category may submit a quote which shall be considered by the agency. Contractors shall provide certification and representation information (available on-line at:https://orca.bpn.gov), and be registered with the Central Contractor Registration (www.ccr.gov) prior to an award. The Bureau of Land Management intends to purchase the design and development of a distance learning product with interactive mapping in an e-Learning format for the Principles of Modeling course in accordance with the STATEMENT OF WORK.
Written proposals in response to this RFQ must be received at the Bureau of Land Management, National Training Center located at 9828 N. 31st Avenue, Phoenix, Arizona 85051 by 11:59 p.m. Local Time on June 22, 2008. The submittal package should be marked ATTN: Santiago Almaraz, Contract Specialist.
