Synopsis:

This notice of intent is not a request for competitive proposals, nor is it to be construed as market research; however, it is issued to mitigate unacceptable delays to agency's requirements. It is the intent of The U.S. Army Research, Development and Engineering Command Acquisition Center, 4118 Susquehanna Ave, Aberdeen Proving Grounds, MD to negotiate with Visiontracks Inc, on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, an increase in the contract ceiling and to issue a modification to extend the period of performance by 24 months under contract W91CRB-04-D-0008 on or about 15 October 2008 for support to the U.S Army Center for Health Promotion and Preventive Medicine (CHPPM). The modification will be issued on a restricted basis to Visiontracks Inc, a small business. The modification will result in the operation of three existing health promotion and prevention programs currently used by CHPPM; 1) Health Information Technology System (HITS); 2) HOOAH 4 Health (H4H) website and 3) the Army National Guard Decade of Health Program (DOH). The HITS-H4H/DOH Core Program contains proprietary programming and codes that enables interactive multimedia-based intellectual property development; therefore Visiontracks Inc is the only responsible source that can meet this requirement. All delivery orders will be issued against Indefinite Delivery Indefinite Quantity Contract (IDIQ) W91CRB-04-D-0008 as Time & Material (T&M); type delivery orders. The official release of the modification will be posted on the internet at the Army Single Face to Industry (ASFI) web site located at the following address: https://acquisition.army.mil/asfi/default.cfm. No hard copy of this modification will be issued. Offerors expressing an interest in providing these services for the HITS-H4H/DOH programs shall submit a white paper demonstrating their capabilities.
