Description
This is a sources sought announcement to seek potential vendors that could fulfill the attached requirement. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUEST FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE.     This Sources Sought Synopsis is in support of market research being conducted by the NIH to identify small business sources (including small business programs, 8(a), HubZone, woman-owned, Veteren and/or Service Disabled Veteran and to encourage teaming of vendors) that are capable of performing the required service for the NIH Library.     The draft Statement of Work is attached to this Sources Sought Notice. The capability statement should reference the Sources Sought number NIHOD2008047 and include the following: (1) Name and Address of the Organization (2) the size standard and small business program status of the company as listed under www.ccr.gov (3) Point of Contact with name, title, voice/telephone, facsimile number, and email address (4) DUNS number (5) Contractor?s capability statement that demonstrates the firm?s ability, knowledge, and experience to perform the key requirements described and its knowledge and experience specific to the Draft Statement of Work. The firm must demonstrate that they have the necessary personnel with experience, labor, materials, services, equipment, and facilities to support the efforts detailed in the Draft SOW. (6) Qualifications of any key personnel likely to work on requirement.     THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.     NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUEST.     RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE.     RESPONDING FIRMS SHOULD PROVIDE TWO COPIES OF THE CAPABILITY STATEMENT BY JANUARY 2, 2007 at 2 PM EST and mail to Lorraine Geiser, 6011 Executive Boulevard, Room 529P, Bethesda, Maryland 20892-7663. This market survey is being conducted through Fedbizopps.gov to reach the widest possible audience and to gather current market information. The Government has the right to set aside this procurement exclusively for 8(a) or small business participation as the result of this market survey.

DRAFT        STATEMENT OF WORK

Project Title:              Millennium System Maintenance

Background Information

The NIH Library is located in the Magnuson Clinical Center, building 10.     The NIH Library uses an integrated turnkey system with modules for online catalog, circulation system, acquisitions and serials control, and electronic resources management to provide access to its vast collection of electronic and print resources.     The current system was developed by Innovative Interfaces, Inc. and purchased by the Library in 1988.     The system is comprised of a Sun rack mount server with multiple hardwired ports and a network connection, software modules, system printers, barcode scanners, an Un interruptible Power Supply (UPS), and a tape backup system.     Innovative Interfaces supplies all equipment, software and maintenance and remains connected to the system by telecommunications.     They can repair software problems and check on proper operation at a distance.     The software is proprietary, and cannot be modified by any outside source including the NIH Library.     In addition, most of the equipment has been modified to work with the Innovative system.    

Intention

The intent of the contract is to obtain Automated Data Processing (ADP) preventive and remedial maintenance services for the Millennium Library System.     The maintenance will cover all hardware and software listed in Attachment A.     Contractor shall furnish maintenance, replacement parts, and support services required for the support of all items included in this contract within 48 hours.     Contractor will make available maintenance and support services Monday through Friday 6:00 a.m. to 5:00 p.m. Pacific Time except on holidays at the monthly charges shown in Attachment A.


General Requirements

1.     Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) and perform the work set forth below.

2.     All work under this contract shall be monitored by the Project Officer.

Specific Requirements

1.     Contractor will make available maintenance and support services Monday through Friday 6:00 a.m. to 5:00 p.m. Pacific Time except on the following holidays: New Year?s Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas.

Contractor will make its best efforts to complete repairs within 48 hours of notice excluding weekends and holidays.     Such maintenance service does not include repairs or replacement parts due to damage caused by lightning, fire, tornado, windstorm, hail, earthquake, explosion, smoke, aircraft, motor vehicle, collapse of building, strike, riot, power failure or fluctuation, or other cause originating by reason of other than normal operation of the equipment, or Government?s negligence, or misuse of the equipment.     Government agrees, as part of such maintenance service, to take reasonable care of the equipment and not permit persons other than authorized users to effect adjustments or repairs to the equipment.

2.     On reasonable notice and at Contractor?s expense, Contractor may require the NIH Library to permit Contractor to correct software bugs and carry out modifications to the system for the purpose of maintaining the system.     Contractor will be responsible for all corrections at Contractor?s expense.

3.     The NIH Library will be informed of the release of new modules for the system (including the operating system) which may be acquired by the Library from Contractor at the then prevailing market price.     Upgrades to the system software shall be installed at no cost to the Library.     For the purpose of this document, the term upgrades shall mean improvements in the software which relate to operating performance but do not change the basic function of the software.

4.     If the NIH Library adds any additional equipment and/or software modules to the Millennium system after the initial contract, the maintenance coverage shall be extended to include the new software/hardware.     The maintenance charges for such equipment and/or software shall be based upon Contractors then-current maintenance price list.     The 30-day warranty shall commence on the date of installation by the NIH Library of such additional software/hardware.     The additional equipment and/or software shall be added to the maintenance coverage after such warranty expires.


Government Responsibilities

Library shall permit access to the equipment which is to be maintained.     Library personnel shall not perform maintenance or attempt repairs to equipment while such equipment is under the purview of this contract.     Library shall maintain System server and software in a secure area and hall monitor and control access to the System.     Library shall maintain a dedicated modem and telecommunications port and phone number for remote access by Contractor.
Reporting Requirements

The Contractor shall provide a detailed report of items covered by the maintenance contract and the itemized cost of maintenance each month to the        following address:

Packaging and Marking

The Contractor shall be responsible for all packaging and shipment of replacement equipment.     Approved manufacturers shipping containers shall be used with appropriate markings relevant to materials being shipped.
